PUBLIC HEARING NOTICE

On December 9, 2021 at 7:00 p.m. the Planning Board will hold a Public Hearing on a proposed Zoning Amendment at the Lisbon Railroad Station on Central Street.

The purpose of the proposed amendment is to define, clarify and expand the Zoning Ordinance provisions for lodging and transient use of campsites, dwellings and rooms in a dwelling by making the following changes:
• Add a new use called "Short Term Rental" that would allow rental of one or two rooms in an owner-occupied dwelling or rental of an entire dwelling for transient use anywhere in town. Define "Transient" as offered for use in increments of less than thirty days. Amend the definition of "Accessory Use" to include rental of one of two rooms in a dwelling for nontransient use.
• Add a Definition of "Campground" to include the use now described as "Camping Area" in Section 7.2 and expand to include camping cabins and tiny homes on wheels. Include conformance with RSA Chapter 216-I Recreational Campgrounds and Camping Parks in Section 7.2 by reference.
• Add a Definition of "Lodging" to include the lodging uses now listed in Section 5.3.3 as well as the rental of three or more rooms in an owner or manager-occupied facility for transient or nontransient use, and the rental of a single registered camper, recreational vehicle, or tiny home on wheels for transient use.
• Add new section to Article VI to address Individual Campsites. A registered camper, recreational vehicle, or tiny home on wheels would be allowed on a private lot with or without a single family dwelling for the lot owner or nonpaying guests for up to fourteen (14) days per year without a permit, provided that the unit is in compliance with applicable fuel system, fire, life safety, plumbing and electrical codes. Occupancy for greater than fourteen (14) days, up to six months, would be allowed only upon issuance of a permit from the Board of Selectmen or their designee. On an undeveloped lot, proof of a primary residence would be required. Documentation of disposal of waste in compliance with NHDES regulations would need to be provided to the Board of Selectmen or their designee each month.

The complete text of the proposed amendments can be obtained at the Town Office or on the Town website at www.LisbonNH.org. Written comments may be submitted in advance of the hearings addressed to Planning Board, 46 School St., Lisbon, NH 03585.
