Zoning Board of Adjustment Minutes
April 29, 2009
6:00 pm meeting opened.
Members present: Barry Lucas (BL), Robert Clark (RC), Jim Ingerson (JI)
Administrative Assistant/acting secretary: Barbara Menchin (BM)
Public: Robert Blechl (Caledonian Record), Robert Moore
Prior to the start of the meeting, BC made a motion to appoint Mr. Barry Lucas as the new chair of the Lisbon Zoning Board, JI 2nd, so voted all.
Mr. Robert Moore of Plains Road requested information on a project he would like to have the Lisbon Zoning Board hear at their next meeting. The Board gave him the information that they may need to give a decision and Mr. Moore requested BM to set a hearing for him at the next scheduled meeting for the Zoning Board. Mr. Moore left.
JI made a motion to accept the minutes of the March 4, 2009 Deliberation Meeting. BC 2nd , so voted all to accept the minutes as written.
BL stated this was a meeting regarding a request to re-hear the Special Exception for a proposed gravel pit located on Mount Eustis Road on Map #R49-001 and R32-026 containing approximately 181 acres. He stated there would be no public input.
BL asked if there had been any submittals other than the request to rehear.
As there were none, BC stated he would like to make a motion to deny the request to rehear.
BC then stated: “We all heard the Special Exception and we all agreed on the criteria, the Board was unanimous on its decision to grant the Special Exception. I feel as if Mr. Champagne has done all he could do to convince us and it appears that Mr. Callen is just trying to drag his feet on this.”
JI stated: “I agree with BC, we have been over this and over this. The opposing side never gave any information that could convince us that this would not be a good project. Regarding their petitions, there were too many misconceptions and untruths.” JI further stated: “I live next to two gravel pits, they pass within 25 feet of my house, I have grand kids who stay with us and the drivers are very cautious and considerate. I cannot see going over this again.”
BL stated: “With all the literature we received from STOP members, very little of it was to do with anything here in this State. We received literature regarding West Virginia coal mines and operations in California. There is a lot of information on the internet about New Hampshire. I commented about Waterford in one meeting and thought there would be something, but nothing. Give me something to digest. We are not lawyers, we are common folk. I agree that we should not rehear.”
BL made a motion to not rehear, JI 2nd, so voted all. Motion passed.
BL made a motion to adjourn, BC 2nd, so voted all.
Meeting adjourned 7:15 pm.
