Zoning Board of Adjustment Minutes

October 22, 2008
5:00 pm meeting opened.

PUBLIC VIEWING:
There was a public viewing of the Mark Champagne excavation permit site at 5:00 pm on October 22, 2008.

Chairman Emory Younkins introduced the Board and stated to the public that the purpose of this meeting was to view the property which was partially in Special Industrial Zone A.  The purpose was for testimony on the property only and was not to allow testimony regarding anything other than the physical attributes.  All other questions were to be directed towards the November 5, 2008 hearing.

Mr. Mark Champagne started the viewing showing where area #1 was located and the approximate size.

Mr. McGovern stated that the property was in two separate zones……….Zone A & Zone B.

Mr. Champagne stated that Area #1 would be flattened so that he could have a starting base and to make a work area.

Mr. Champagne next took the Board to Pit #3.  Again he described the area, what types of materials there were and approximate size.  Mr. Champagne further explained where the retention ponds would be.  Mr. Champagne explained the approximate Lisbon/Littleton/Bethlehem/Sugar Hill  four-corner line.  A member of the public asked how high above the Ammonoosuc River pit #3 would be.  According to his map it was approximately 350 feet.

Mr. Champagne next showed Pit #2.  He further explained that his original plan was a much larger pit, however, after the first ZBA hearing, he agreed to cut that pit in half so it would give Mr. Jim McGovern a bigger buffer.  Mr. Champagne stated he is approximately 1800 feet from Mr. McGovern’s house.  Mr. Champagne stated that Pit #2 is mostly gravel and there is a need for gravel in the area.  

A question was asked regarding the total acres the pit was permitted for.  Mr. Champagne stated that he is permitted for 66 acres which is on approximately 180 acres of land.  

Mr. Emory Younkins asked if there were any abutters in the public and Mr. Jim McGovern raised his hand, Mr. Dean Knapton stated he was but he also stated his property is on the other side of the river.  Mr. Knapton further stated the gravel pit doesn’t bother him but he asked about the blasting.  He was told that question would have to be directed to the November 5, 2008 hearing.

Mr. Robbie Haywood asked what towns were visiting the site.  Littleton & Sugar Hill were present.

Mr. Younkins thanked the public and the viewing was ended approximately 6 pm.
