JN opened the meeting at 4:00 PM

BOARD OF SELECTMEN:
The Board discussed the recent changes to the policy which were made in the probationary period for newly hired employees. MC made a motion, RAR 2nd, to rescind the previous ruling. The policy will remain as it was written in 2009.
The Board discussed the various titles the Administrative Assistant has been called throughout the various policies. It was decided to change Administrative Secretary to Administrative Assistant in the Personnel Policies to keep everything uniform.
MC stated the Department Heads would like a meeting with the Board. The Board further discussed the possibility of a quarterly meeting with the department heads. RP will set the first meeting for Wednesday, June 30, 2010 at 11:00 AM.
TOWN ADMINISTRATOR:
RP discussed a recent conversation he had with Mr. George Stevens (Lisbon Fire Department). Mr. Stevens stated he was told that the Fire Chief should be the Fire Warden and that there would be no additional wage increase with this title. RP will request Mr. Stevens to submit the appointment form to the Board of Selectmen.
RP informed the Board there would be a need to have a public hearing to formally adopt the Hazard Mitigation Plan. It was decided to hold the hearing on July 12, 2010 at the normal Board meeting. It was further stated that Mr. Paul Hatch of Emergency Management could make himself available for that meeting.
RP told the Board he has been getting some repairs done on the town hall. The entry porch will be done shortly and he is waiting for a quote for repairs to be done to the handicap ramp.
RP discussed with the Board the Supervisor of the Checklist’s needs for the use of the town hall. There would be a need to access the town hall on Tuesday, September 7, 2010 from 7:00 to 7:30 PM and then again on Saturday, October 23, 2010 from 11:00 to 11:30. He described the need to access the Election Net system through the town computer. The Board stated they did not feel it was necessary to give out a key for these times. RP will speak with Ms. Jennifer Trelfa (Deputy Town Clerk) to see if she would be willing to supervise the admittance of the Supervisors. Also, it was stated they could be assigned a key the day before and return the key afterward. It was also recommended there be a latch put on the back of the Town Clerk/Tax Collectors office so there could be no admittance
into the other offices.
The Board asked RP when the plaque for the Lisbon Veteran’s Memorial Bridge would be received. RP stated it should be here in two weeks.
CORRECTION TO June 21, 2010 minutes:
Minutes stated: RP stated he had not gotten a date from Henniker Directional Company regarding the sewer line work that needs to be done on Dickinson Street. This is incorrect he did, in fact, have a date.
ADMINISTRATIVE ASSISTANT:
BM gave the Board an update on the recent information Mr. Stanley Borkowski (Building/Code Inspector) gave her regarding the suspected halfway house located on Route 302. Mr. Borkowski spoke with the owner of the house and it was stated the house was for people who have gone through an Alcoholic Abuse program. There would be no more than 6 residents living in the house at one time and as soon as the residents found work, they would no longer live in the house. According to State Codes, 6 people or less who are unrelated can live in a residential home without seeking any type of “change-of-use” from the Zoning Board.
PUBLIC INPUT: Mr. Jeff Martin (Henniker Directional Drilling Company), Mr. Kevin Clement (Lisbon Department of Public Works),Mr. & Mrs. Ron Lippard, Mr. & Mrs. Joe Ardolino, Mr. & Mrs. James Clark
Mr. Clement and Mr. Martin presented the Board with a chart showing the proposed sewer line work to be done on Dickinson Street. It was stated there would be two holes dug for the sewer line replacement. The first hole would be the starting point and be between the lilac bushes and the oak tree on Mr. & Mrs. Lippard’s property. The other hole would be where they end. It was also stated that the drill would chew up the old pipe and push the remaining pieces to the sides so that the new pipe could be installed in the same place. It was noted that the sewer line does go just underneath the corner of Mr. & Mrs. Lippard’s garage.
The piece of equipment that would be doing the drilling is approximately 4 foot by 10 foot and weighs approximately 3,500 pounds. It has rubber tracks so there should be very little disturbance to the ground. The new sewer pipe has a life expectancy of 100 years and is in one continuous piece so that no roots can enter the pipe.
It was further stated that the equipment would need to access Mr. & Mrs. Lippard’s, Mr. & Mrs. Taylor’s, Mr. & Mrs. Ardolino’s and Mr. & Mrs. Clark’s properties. The majority of the work would be done on Mr. & Mrs. Lippard’s property. There would be no need to disrupt the Lippard’s garden. Mr. Martin stated there would be very little ground vibration and therefore he felt there would be no disturbance to Mr. & Mrs. Lippard’s garage.
Mr. Martin further stated that he would first clean out the existing pipes of any obstructions. That would be done in one day. The next day would be the actual drilling and the following day the completed connections would be made to the individual houses. The proposed date to start would be July 7, 2010 and would be completed on July 9, 2010.
Mrs. Lippard made comment regarding her water line and that she has a clean-out in her basement. Mr. Lippard asked about how many holes would be created to do this job. It was stated there would be one at each end and the individual holes for connections to the pipes, which would be three making a total of five. The holes would be approximately 10 foot round. Mrs. Lippard asked about how much raw sewage would be spilled and Mr. Martin stated he did not anticipate a large volume. He further stated he would have a vacuum truck on site so that the raw sewage would not go anywhere. Mrs. Lippard stated she had spoken with her title company and they told her to not allow the town to proceed until they have done their research on any easements. She further stated she did not want to cause
any troubles with her neighbors. She said the garage was built in 1926. Mrs. Lippard stated she would contact her title company June 22, 2010 to see what, if anything, they have found regarding any easements on her property and then would contact RP. Mrs. Lippard stated she and her husband have lived in their home for 25 years and she stated no one every knew there was a line there. It was stated that someone must have known and gave permission for the line to be there at some point and that the sewer line was put in probably about 100 years ago. RP said he felt it was safe to assume that the sewer pipe had been there for over 25 years. Mr. Lippard asked why the line couldn’t go on Dickinson Street. Mr. Lippard was informed that it was already decided that the boring was the best way to cure the existing sewer line problem. Mrs. Lippard stated that the corner of her garage is in sand and asked if there is a possibility the garage
would collapse. Mr. Martin told her he did not foresee any problems and that he has never had any type of collapse problem. Mr. Lippard asked if it became necessary, could he have the minutes to all the previous meetings leading up to this final decision. BM stated that would not be a problem. Ms. Lippard stated the town forced her to buy an easement when she put in her water line and felt that it was the town’s responsibility to pay her. Mr. Lippard stated there are plantings all over his yard. Mr. Clement stated he would like to camera and jet the sewer line on Mr. & Mrs. Lippard’s property at 9:30 AM on Tuesday, June 22, 2010 and requested permission to enter their property. Mrs. Lippard stated she had no problem with that.
Mr. Martin described the actual drilling operation to the residents. Mr. Martin stated he typically uses a 10-inch hole but this would be a 7-inch hole. He further stated that they would be breaking the existing pipe and disbursing the pipe to the sides so that there would be no room for anything to collapse.
Mr. Ardolino asked about his property line and the affects on any existing roots. There is an area approximately 2 to 3 foot long that could be disturbed. Mr. Clement stated that when he dug the connection hole, it would be just big enough to get to the pipe and so the disturbance area would be minimal.
Mr. Clark stated he gave the town permission to enter his property and do what is needed to correct the situation. Mr. Clark asked how long the neighborhood would be without sewer and Mr. Clement told him that it should only be one day. Mr. Clement further stated he would start early in the morning and work late to achieve this.
At the conclusion of the neighborhood meeting, it was stated that the new line would be in the same footprint of the existing line. Mr. Clement asked the Board when he could tell Mr. Martin he could start the job and the Board stated they should proceed with the original date of July 7, 2010. RP stated he would send letters informing the neighbors when the work would commence.
JN made a motion to adjourn, RAR 2nd, so voted all.
