Selectmen’s Meeting Minutes

JN opened the meeting at 4:30 PM
Bills and manifests were approved
BOARD OF SELECTMEN:
MC moved to enter non-public session per RSA 91-A:3 II (c) for the purpose of discussing an employee safety concern. JN 2nd. So voted all.
JN moved to seal the minutes of the non-public session. RAR 2nd so voted all.
Public meeting resumed at 4:45 PM
Kevin Clement (Lisbon Department of Public Works) informed the Board that another asphalt bid would be brought in by 6:00PM.
RAR reviewed with the Board a local newspaper article reporting that the State of New Hampshire plans to dedicate the Salmon Hole Bridge to SPC Alan J. Burgess on May 30th at 10:00 AM. As arrangements have already been made and invitations sent out, the Board voted in favor of continuing with the Town of Lisbon’s planned dedication of the School Street Bridge to the “Lisbon Veterans Memorial Bridge” at 11:30 on May 30th
The Board reviewed information prepared by RP.
· The Avitar Utility Billing software has been installed at the Town Hall and preparing the data for compatibility with the BMSI system underway.
· Road line painting will start shortly. The parking spaces near the town hall will not be repainted at this time in order for the current paint to wear off. We will continue to allow diagonal parking in that area and repaint after work is completed on the shoulder on Water Street.
· The Department of Public Works will be doing some site work for the new playground at the school.
· All radios must convert to narrow-band by 2013. The Police and Fire radios are compatible but the Public Work units are not currently.
· In order for the scales at the Recycling Center to pass re-certification this year a remote display showing the weight to the customer must be installed. Pricing for this is being obtained.
PUBLIC INPUT: Joseph Ardolino and Virginia Clark
Mr. Ardolino brought in pictures of the signs placed on the trees which face his property which he stated were placed there by Mr & Mrs. Ron Lippard.
He stated he had seen Kevin Clement (Lisbon Department of Public Works) and a representative from the Heniker Directional Boring Company near the sewer line which runs between Mr. & Mrs. Ron Lippard’and Mr. & Mrs. Joe Ardolino’s. He asked ‘whatever became of that?’ JN replied that the Board had not received an estimate of the cost involved at this time. MC explained that ‘boring’ was a possible solution to fixing the sewer line and not having to remove the trees but we have not received cost estimates yet. Mr. Ardolino requested a copy of the report when it is received. He also requested a copy of the report from the forester regarding the health of the trees at the sewer line. JN said he would see that Mr Ardolino received
the requested reports.
Again Mr. Ardolino expressed his feelings that he does not want to deal with RP.
At 6:00 PM representatives from the Blaktop Co and Pike Industries arrived and the sealed asphalt paving bids were opened. Balktop’s quote was $58454.25 ($66.05 per ton) and Pike Industries quote was $62719.80 ($73.10 per ton) No decision was made by the Board until after Kevin Clement (Lisbon Public Works) has a chance to review them.
RAR and MC will be attending the Elected Officials Workshop on May 18, 2010.
JN made a motion to adjourn, MC 2nd, so voted all.
Meeting adjourned at 6:15 pm.
