Selectmen’s Meeting Minutes
Meeting Date: April 19, 2010

Selectmen Present:  Ruth Robar (RAR) Mike Carver (MC) John Northrop (JN) absent

JN opened the meeting at 4:30 PM
Bills and manifests were approved

BOARD OF SELECTMEN:
RAR and MC reported their findings of their inspection of the property on School Street.  The inside of the building is loaded with trash.  It appears that someone had been sleeping in an upper floor room as there were mattresses strewn on the floor.  The property was not locked and it appeared that animals had been living in the house.  MC went into the basement and discovered the sills were wet and starting to rot.  RP stated he would go into the house and take pictures.

TOWN ADMINISTRATOR:  Regan Pride
RP discussed the request by the Fire Department and the Life Squad to have replacement value insurance placed on the ambulance.  The Board stated they had no problem with this occurring as the Fire Department stated they would take replacement cost insurance off one of their old vehicles.  The Board requested RP to contact LGC (Local Government Center) to add this insurance.

RP informed the Board there was a need to replace Mr. Duncan McKee (former Board of Selectman) who was the Deputy Emergency Management.  MC stated he would take the position.  

RP spoke with Mr. Tom Joyce of NCIC regarding Broadband internet for areas in town who do not have cable.  Areas for towers are being surveyed to assist the places that do not have access.

PUBLIC INPUT:  Joseph and Deborah Ardolino, Jim Clark, Conrad Farnham
Mr. and Mrs. Ardolino, Mr. Clark and Mr. Farnham came to the meeting to discuss the recent sewer problem that was occurring on Dickinson Road.  Mr. Ardolino stated the sewer has backed up twice in two months and felt there was a need to guarantee that it wouldn’t happen again.  Mr. Kevin Clement (Department  of  Public Works) has placed a clean-out on the current sewer line which runs along the property line between Mr. and Mrs. Ardolino and Mr. and Mrs. Ron Lippard.  At the time of the placement of the clean-out, Mr. & Mrs. Lippard refused access by the town to enter their property to locate where the problem was occurring.  RP stated the sewer line could be re-routed and if it was determined that would be needed, then the individual homeowners could sign an easement over to the town that would give permission for the town to enter the homeowners’ property.  Mr. Clark and Mr. Ardolino were opposed to the idea of giving the town a 25-foot easement across their property.  Permission for the town to go on their properties was granted without the use of an easement.  Mr. Ardolino did state that he would be comfortable with a 12 ½ foot easement if necessary.  Mr. Clark requested the town to check to see what the town’s legal rights are regarding the town being able to access their sewer lines.  Mr. Ardolino further stated his reasoning for appearing before the Board was to get one story and not three.  It was further stated from Mr. Ardolino and Mr. Clark that they felt one of the reasons for not allowing the town to access the sewer lines on Mr. Lippard’s property was due to the large trees at the property line and their fears of losing the trees.  Mr. Ardolino stated he pays for a service and he felt as if he was not getting the proper service due to all of the back-ups that had occurred in the past.  RAR requested RP to contact LGC (Local Government Center) lawyers to see what the town’s legal rights are regarding entering one’s property to repair the existing lines.

RAR made a motion to adjourn, MC 2nd, so voted all.

Meeting adjourned at 7:00 pm.
