Selectmen’s Meeting Minutes
Meeting Date: March 8, 2010

Selectmen Present:  John Northrop (JN) Ruth Robar (RAR)

JN opened the meeting at 4:00 PM
Bills and manifests were approved

BOARD OF SELECTMEN:
The Board discussed the recent email they received from Ms. Jody Gagnon (Lisbon Life Squad).  Ms. Gagnon requested permission from the Board to start up a Lisbon Life Squad website.  The Board approved this unanimously.

A member of the community requested a disability exemption on property taxes as she has become disabled.  The Board denied the request as the town does not have a disability exemption.

ADMINISTRATIVE ASSISTANT:  Barbara Menchin
BM informed the Board of a new EPA (Environmental Protection Agency) lead rule to take affect on April 22, 2010.  The rule requires contractors to become EPA certified and applies to general contractors, renovation contractors, property managers, painters, plumbers, carpenters, and electricians who work on homes, schools, child-care facilities, or other buildings built before 1978.  Their goal is to reduce the risk of lead poisoning.  Common renovation activities that disturb lead-based paint, such as sanding, cutting, and demolition, create hazardous lead dust and chips that may be harmful will require certification.

PUBLIC INPUT:  Peter Nightingale (Moderator for Town of Lisbon)
Mr. Nightingale discussed the procedures for town meeting on March 9, 2010.  He went through the warrant and motion sheet.  

DEPARTMENT: Jody Gagnon (Lisbon Life Squad), Tanis “Joe” Tavernier (Chief of Police), Harvey Paquin (Lisbon/Lyman/Landaff Recycling Center), George Stevens (Lisbon Fire Department), Charlotte Derosia (Town Clerk/Tax Collector), Jennifer Trelfa (Deputy Town Clerk),  Kevin Clement (Department of Public Works)
The various departments spoke to the Board regarding points that they wished to make during town meeting and if there were any concerns for the upcoming town meeting.

PUBLIC INPUT:  Ray Lobdell (Lobdell and Associates)
Mr. Lobdell spoke to the Board regarding the Aquatic Resource Mitigation Grant Program and was seeking support of the Town of Lisbon on behalf of the Ammonoosuc Conservation Trust, which is for the preservation and restoration of approximately 47 acres of disturbed and eroding land adjacent to the Ammonoosuc River at the Salmon Hole Bridge area.  Mr. Lobdell further stated that long-range plans would be to eventually turn this area back into a forested area.  The Board signed a letter of approval for Mr. Lobdell.  


JN made a motion to adjourn, RAR 2nd, so voted all.

Meeting adjourned 6:25 PM.
