Selectmen’s Meeting Minutes
Meeting Date: May 4, 2009

Selectmen Present:  John Northrop (JN),  Ruth Robar (RAR), Duncan McKee (DM),
Town Administrator: Regan Pride (RP)
Administrative Assistant:  Barbara Menchin

JN opened the meeting at 4:30 PM

SELECTMEN’S MATTERS:  
The Board received a letter from a resident on Perch Pond Road concerned about the dust on the road and asked if the Department of Public Works could put some calcium chloride on the road to hinder the dust.  RP spoke with Mr. Kevin Clement (Department of Public Works) regarding this. Mr. Clement stated that one part of the road was still wet and there was rain predicted in the near future so there would not be a need at this time, however he would keep an eye on the road.  The Board requested RP to send a letter to the resident.

The paving bids for paving Walker Hill Road and School Street were opened at 5:30 pm.  The bids are as follows:

Pike Industries bid $77,498.24 for paving of the two roads plus reclaiming on Walker Hill Road of $7,416.75 and fine grade School Street for $2,364.50.

Blaktop bid reclaiming of Walker Hill Road of $8,856.00, paving of Walker Hill Road $22,211.00 and fine grade of School Street $57,957.00

Bigelow Company bid School Street $60,170.50 and Walker Hill Road $116,704.50.

No decision was made on the bids, RP to give Mr. Kevin Clement (Department of Public Works) the bids for his input.

The Board requested RP to send a letter to the towns of Landaff and Lyman regarding the sticker policy at the Lisbon/Lyman/Landaff Recycling Center stating the recycle policy will stay as it is now.

TOWN ADMINISTRATOR:  Regan Pride
RP informed the Board that the 2009 Preservation Awards are to be held on Tuesday, May 12, 2009.

RP received an annual letter from Public Service New Hampshire regarding the attaching of flags to the telephone poles and asking how many the town would be attaching.  RP stated that in his reply he would also enclose a copy of the letter he received from the Police Department regarding the number and location of streetlights that are malfunctioning in town.

RP received a letter from the Bureau of Emergency Management regarding the Swine Flu outbreak.  It gave a phone number for inquiries from the public of 1-888-330-6764.  There is also a web site for the Bureau of Emergency Management that can give information regarding the outbreak. That web site is:  http://www.nh.gov/safety/divisions/hsem/.

RP received a letter regarding the intern program through the Government Management Scholarship Program stating the Town of Lisbon was not selected.

The use of the old town cruiser was discussed.  RP contacted LGC and was told that anyone who works for the town, as long as on town business, would be covered by the town insurance when using the car in case of an accident.

The uniform stipend was discussed in regards to a part-time employee.  It was approved that Mr. Lester Bousquet (Lisbon Recycling Center) would receive a stipend of $2.50 per week for the cleaning of his uniforms.  BM will write checks on a quarterly basis.

RP stated he had spoken with Mr. Joe Nyeburg regarding aerial photography of certain areas of the town.  Mr. Nyeburg informed RP he would be willing to do so if the town would assist in the rental of the aircraft.  He further informed RP that the photography could be done in two hours at a cost of about $250.00.    RAR made a motion, DM 2nd to approve the expense for the photography.  So voted all.  BM requested that if there were to be enough time remaining, it would be beneficial for the Planning Board to have aerial photographs of the existing gravel pits.

ADMINISTRATIVE ASSISTANT:  Barbara Menchin
BM informed the Board that the Zoning Board of Adjustments denied the most recent request to re-hear the Special Exception for Mark Champagne’s gravel pit on Mount Eustis Road.  

DEPARTMENT HEADS:  Tanis “Joe” Tavernier (Lisbon Chief of Police)
JT discussed the recent decision of the Board regarding parking on Main Street and asked the Board to reconsider their decision.  DM made a motion to rescind the ordinance change, RAR 2nd, so voted all.

PUBLIC INPUT:  Mr. Kevin Schofield (Schofield Septic Service)
Mr. Schofield described the various phases that have been accomplished in order to get to the point where the town can receive the filtrate from his septic service.  Mr. Schofield stated he would be contacting Mr. Terri Welch (Welch’s Water and Wastewater) regarding days and times he would like to dump the filtrate.  The Board discussed the conditions of the pending agreement with Mr. Schofield.

RAR moved to enter non-public session per RSA 91-A:3 II (c) for the purpose of discussing a Buffington Fund application taking RP and BM with them.  

RAR moved to seal the minutes of the non-public session. DM 2nd the motion. All voted in favor to seal the minutes.

RAR moved to adjourn, DM 2nd. All voted in favor.
Meeting adjourned at 7:15 pm.
