Selectmen’s Meeting Minutes
Meeting Date: April 6, 2009

Selectmen Present:  John Northrop (JN) Ruth Robar (RAR), Duncan McKee (DM)
Town Administrator: Regan Pride (RP)
Administrative Assistant:  Barbara Menchin

JN opened the meeting at 4:30 PM

SELECTMEN’S MATTERS:
The Board asked RP when he expected to have the Water/Wastewater Bills complete. RP stated he expected to have them ready for their signature on Wednesday, April 08, 2009.

The Board discussed when they would start reviewing the Investment and Financial Policies.

DM stated he spoke with Littleton Selectman Ron Bolt regarding the possibility of the Littleton Board and the Lisbon Board meet to discuss economic development, the Route 302 Corridor and the Industrial Park.  JN stated he felt a discussion with the Littleton Board could be beneficial.

ADMINSTRATIVE ASSISTANT:  Barbara Menchin
BM informed the Board of the upcoming Bloodborne Pathogens and Workplace Violence training that LGC (Local Government Center) would do for the town employees.  BM stated this would be for all employees.  Also, it was recommended by Local Government Center to contact the Librarian and her employee for the Workplace Violence training.  BM to set up a different schedule for the Lisbon Life Squad and the Lisbon Fire Department.

TOWN ADMINISTRATOR:  Regan Pride
RP spoke with Mr. Rick Mason of NH Fire Standards & Training regarding the recent concern that the local field training is to be discontinued.  Mr. Mason stated there were no plans of discontinuing this program.  

RP gave the Board the procedure that must be followed for the sale of the Town-owned property on Atwood Street.

RP received a quote from Moe’s Hardwood Floor Service regarding the future refinishing of the Town Hall gym and stage.

RP discussed the Government Management Scholarship Program where the University of New Hampshire does a match with the Local Government Center and Towns throughout the state.  The application deadline is April 15, 2009.  

RP stated he would be getting the Moore Street property paperwork together for the real estate closing.

The Recycling Center Stickers were discussed.  The Board requested RP to poll the Lyman and Landaff selectmenregarding this issue.

The location of the scale for the Recycling Center was discussed.

DEPARTMENT HEADS:  Tanis “Joe” Tavernier (Lisbon Police Chief)
JT informed the Board that the tazers are in and that training will commence this week.

JT informed the Board that Mr. Brandon Walker would be starting his full-time employment with the Town as Police Officer on April 12, 2009,

JT stated the new cruiser has been lettered and the transfer of the equipment would be completed prior to Lilac Time.

JT told the Board there would be “short-term” parking signs located in front of Northrop’s Market during Lilac Time.

JT informed the Board he has received three speed grants and expects to receive one more and he has received two DWI programs.

JT stated the “Speed Trailer” will be coming out and requested areas the Board would like to see it placed.  

PUBLIC INPUT:  Ms. Debbie Bigelow
Ms. Bigelow spoke to the Board regarding the Yellow Clothing Boxes at the Lisbon Recycling Center and asked if there would be a way to revive the recycling of clothes for the needy people in the area prior to going into the boxes.  Ms. Bigelow suggested that there be extra boxes and rotate the clothes on a monthly basis.  The Board stated they would look into possibly reviving the recycling of clothes.

RAR moved to enter non-public session per RSA 91-A:3 II (c) for the purpose of discussing a Buffington Fund application, and a personnel matter, taking RP with them.  BM left the meeting.

RAR moved to seal the minutes of the non-public session. DM 2nd the motion. All voted in favor to seal the minutes.

JN  moved to adjourn, and RAR 2nd. All voted in favor.
Meeting adjourned at 7:45 pm.
