Selectmen’s Meeting Minutes

JN opened the meeting at 4:30 PM
SELECTMEN’S MATTERS:
The Board discussed the need for a donation box to be placed inside the Historic Railroad Station.
ADMINSTRATIVE ASSISTANT: Barbara Menchin
BM spoke with Mr. George Stevens (Lisbon Fire Departmnet) regarding training on Bloodborne Pathogens. BM received a phone call from Littleton Regional Hospital about a possible course. BM spoke to the Lisbon Life Squad and the Lisbon Police Department to see if there would be any interest in such a course. Lisbon Life Squad, Lisbon Police Department both felt there was a need. GS stated the Fire Department would be very interested in this course also. BM to discuss this course with Lisbon Public Works and Lisbon Recycling Center.
BM presented the Board with a letter of resignation from Mr. Emory Younkins (Chairperson Zoning Board of Adjustments). Mr. Younkins, in his letter, stated he was resigning due to health issues.
BM discussed the March 30, 2009 appeal to re-hear the Special Exception for the Mark Champagne gravel pit.
BM also presented the Board with a letter of resignation from Mr. Barry Liveston (Chairperson Planning Board). Mr. Liveston, in his letter, stated he had been a Planning Board member for many years and it was time to move on.
TOWN ADMINISTRATOR: Regan Pride
RP spoke to the Board regarding the annual Easter Basket request for the local children. The Board approved the amount of $75.00 for this purpose.
RP informed the Board he received the MS-61 report back from the accounting company Crane & Bell.
RP has received a “Purchase and Sales” agreement on the Moore Street property.
RP presented the Board with a “conditional letter of employment” for Mr. Brandon Walker (Lisbon Police Department).
RP informed the Board that Ms. Jennifer Trelfa (Deputy Town Clerk/Tax Collector) was in Concord taking a tax collector’s course with the Department of Revenue.
RP spoke with Local Government Center regarding the recent wastewater incident on Woolson Road. Local Government Center determined that the town was not at fault for this accident.
RP spoke with the Board regarding the updating of the Town Investment Policy.
DEPARTMENT HEADS: George Stevens (Lisbon Fire Department)
GS requested Mr. Burton assist the Fire Department in maintaining a local area-training source for Volunteer Fire Fighters.
GS stated he received an email from RP regarding grants that could be available for building and equipment.
GS presented the Board with the initial architectural drawings for the new Fire Department.
PUBLIC INPUT: Mr. Ray Burton (Governor’s Council/Grafton County Commissioner)
Mr. Burton stated he was on his two-year rotation to the Town of Lisbon to discuss various issues the town may be facing and to inform the Town of the various issues that may be occurring in Grafton County. Mr. Burton discussed the proposed jail, the budget process for the County, the Grafton County Annual Report, the Barbara Hill Fund (which assists needy children), the Grafton County Home, the Grafton County Farm, and the Drug Prescription Discount Program that gives coupons equaling 20% to non-insured people.
RAR moved to enter non-public session per RSA 91-A:3 II (c) for the purpose of discussing a Buffington Fund application, and a personnel matter, taking RP and BM with them. While still in non-public session BM left the meeting.
RESUMED PUBLIC SESSION AT 8:15 pm.
RAR moved to seal the minutes of the non-public session. DM 2nd the motion. All voted in favor to seal the minutes.
The BOS received a letter from Roger Gingue regarding the BOS meeting of 3/16/09, in which he requested his comments be added to the minutes of that meeting. RAR moved to attach the Mr. Gingue’s letter to the minutes. DM 2nd. All voted in favor.
DM moved to adjourn, and RAR 2nd. All voted in favor.
Meeting adjourned at 8:25pm.
