Selectmen’s Meeting Minutes
Meeting Date: February 23, 2009

Selectmen Present:  John Northrop (JN) Ruth Robar (RAR), Duncan McKee (DM)
Town Administrator: Regan Pride (RP)
Administrative Assistant:  Barbara Menchin

Meeting started at 4:00 PM
Bills, manifests and minutes were read and approved.
 
SELECTMEN’S MATTERS:
RAR discussed the changes she made on the Buffington Application form.  RP to contact the Buffington Fund lawyer to review the changes.

DM spoke to Mr. Ray Burton (Governor’s Council) regarding grants for fire departments.

DM spoke about the Boston Post Cane and how to locate the oldest person in the town.  

ADMINSTRATIVE ASSISTANT:  Barbara Menchin       
BM updated the BOS on the status of the ZBA hearings and the Special Exception for Mark Champagne.

TOWN ADMINISTRATOR:
RP received the TAN (Tax Anticipation Note) for the 2009 tax year.

RP discussed the School Budget.

RP informed the Board he has a possible candidate for the Building Maintenance position.

RP discussed the agent fee on Motor Vehicles and discussed Senate Bill 99 where if the bill is enacted, car dealerships could become agents for the State and register vehicles they sell with the monies going to the town of the dealership.

RP discussed the State Budget.

DEPARTMENT HEAD:  Kevin Clement (Department of Public Works)
KC asked about the stipend his department would be getting for laundering their own uniforms.

KC and the Board discussed the Warrant Article for paving to be presented at the March 10, 2009 Town Meeting.  

KC received a bill from EJ Prescott Company for the purchase of pipe and fittings for drainage for the treatment plant.  KC sugggested he should be contacted before any purchases of this sort were to be made as he may already have the material in stock.  Also he felt the bill was a bit excessive and it was possible that he could have helped to purchase something less expensive that would have done the same job.  RP to speak with Mr. Terri Welch (Welch’s Water and Wastewater) regarding this issue.

KC spoke with LGC regarding the sewer problem at 61 Woolson Road.  KC stated that the Town’s insurance could only pay $3,500.00 towards the accident as it was a no fault issue.  If KC had been aware of the problem and did not address the issue, the town would have been liable for much more of the damages.  KC stated he didn’t think it was right that the homeowner would have to pay any differences due to this accident.  RP to check with LGC regarding updating the insurance liabilities.

KC spoke of Emergency Management and requested the town look into the current lack of cots and blankets in case of an emergency.

KC asked about the Highway Mutual Aid.  RP received paperwork and authorization from the Board to proceed.  Lisbon is now a member and listed on the Mutual Aid database site.

RAR moved to adjourn this meeting. DM 2nd. All members voted in favor.
