Selectmen’s Meeting Minutes
Meeting Date: February 16, 2009

Selectmen Present:  John Northrop (JN) Ruth Robar (RAR), Duncan McKee (DM)
Town Administrator: Regan Pride (RP)
Administrative Assistant:  Barbara Menchin

Meeting started at 4:00 PM
Bills, manifests and minutes were read and approved.
 

SELECTMEN’S MATTERS:
DM discussed the “Boston Post Cane” that he discovered in the Town Clerk’s safe.  He described what the Cane was historically used for.  DM to check with Ms. Charlotte Derosia as to whom the oldest person is residing in the Town of Lisbon so that the person is recognized by the presentation of the cane.

TOWN ADMINISTRATOR:
RP discussed recent emails he has received regarding the State of New Hampshire discontinuing the Meals and Room Tax monies the towns receive.  It could be a potential of approximately $60,000.00 less revenue to the town for 2009.

RP received further information regarding Ms. Betsy Little’s plugged sewer line.  He stated from all information he had received, that it was Ms. Little’s responsibility to repair the line as the blockage was on her property.

RP informed the Board that the water meters have been read by Mr. Chris Hicks (Public Works Department).  RP to start imputing that information into the computer system.

RP has received inquiries regarding the sale of  town owned land on Atwood Street.  DM made a motion to sell the property with the understanding that the person with the winning bid would be responsible for the cleanup.  RAR 2nd, so voted all.

RP stated he was going to email Mr. Ray Burton (Governor’s Council) regarding grants available for fire stations.

RP to talk to Woodsville Guaranty Bank regarding setting up the new “tax anticipation note” for 2009.  BM stated that she would be requesting money for March accounts payables.

RP discussed the State Budget with the Board.  It was suggested RP send a letter to the State regarding their Budget and the Town’s concerns.

The Town received a $10,000.00 bond for road repairs in the event they are needed on the Sweeney Road from Mr. Chris Crowe.  Mr. Crowe’s logging operation is to commence shortly.  The BOS signed the “Intent To Cut”.  

RP discussed the state ruling that allows for increasing the vehicle registration fee for the town by $ 0.50 which would go to the town.  

RAR moved to enter non-public session per RSA 9i-A:3 II for the purpose of considering requests for assistance from the Buffington Fund.

RAR moved to seal the minutes of the non-public session. DM 2nd the motion. All voted in favor to seal the minutes.

RAR moved to adjourn this meeting. DM 2nd. All members voted in favor.
Meeting adjourned at 6:55 PM.
