Board of Selectmen Minutes 01/07/2009
Town of Lisbon
Selectmen’s Meeting Minutes
Meeting Date: January 7, 2009

Selectmen Present:  John Northrop (JN) Ruth Robar (RAR), Duncan McKee (DM)
Town Administrator: Regan Pride (RP)
Administrative Assistant:  Barbara Menchin

JN opened the meeting at 2:00 PM

Final bills and manifests for 2008 were reviewed and approved.

RP informed the board that the insulation work on the town hall is nearly complete. However, the contractor encountered some old-style knob-and-tube wiring above the hallway and does not advise using foam insulation in that area. They recommend blown- in cellulose, which is code-compliant. JN moved to authorize using the cellulose. All voted in favor. RP advised that this wiring be inspected and addressed at a future time.

RP presented a draft survey from the Lisbon Main Street director regarding interest in reviving the Lilac Festival.

RP proposed setting a meeting with boards from Lyman and Landaff on January 26 to review and discuss transfer station, fire protection, and EMS agreements.

SELECTMEN’S MATTERS
The board reviewed a spreadsheet prepared by RP showing wages and benefits for all employees. Annual wages were based on cost-of living increases ranging from 1% to 3%.

The board reviewed and discussed the executive, town clerk, and financial administration budgets for 2009. RP presented a draft of a re-organized chart of accounts for the BOS and town clerk categories, which groups all the town clerk expenses under account 01-4140.

DM made a motion to adjourn the meeting, RAR 2nd.  All voted in favor.

Meeting adjourned 3:55 PM.
