Selectmen’s Meeting Minutes
Meeting Date: January 5, 2009

Selectmen Present:  John Northrop (JN) Ruth Robar (RAR), Duncan McKee (DM)
Town Administrator: Regan Pride (RP)
Administrative Assistant:  Barbara Menchin
Public:  Greta Wold (Lisbon High School)

Meeting started at 3:00 PM
Bills, manifests and minutes were read and approved.
 
SELECTMEN’S MATTERS:
The Board will meet again to discuss the 2009 budget on Wednesday, January 07, 2009 at 2:00 PM.

TOWN ADMINISTRATOR:  Regan Pride
RP has spoken to Joy Riddell (Lawyer for the Buffington Fund) who has moved to a different law firm.  Ms. Riddell stated the rates would remain the same if the Town wanted to continue with her services.  RAR made a motion to stay with Ms. Riddell as she is familiar with the account, DM 2nd, so voted all.

The Ambulance Reserve Fund was discussed.

RP stated that Ms. Ruth Taylor (Lisbon Main Street, Inc.) requested a change in dates as to when she would meet with the Board.  It was agreed that she meet with the Board on the 2nd Monday of every month to discuss Main Street issues.

RP has spoken with the Tilton Town Administrator regarding their newly installed handicap lift in their town hall.  The Town of Tilton is very pleased with the installation and service they received from the Garaventa USA Company.  RAR to meet with  the elevator company representative and obtain recommendations relative to locations suitable for a handicap accessible lift in the Lisbon town hall.

The Board granted RP’s request for authorization to sign for the annual DES installments of State Grants for Sewage Treatment Works.

RP presented the Board with some draft warrant articles for the 2009 Town Meeting.

DEPARTMENT HEAD:  Kevin Clement (Department of Public Works)
KC discussed his proposed budget for 2009 and spoke of possible warrant articles for the upcoming 2009 Town Report.  KC also spoke of upcoming projects such as paving.

KC told the Board that Town Garage Wood Boiler has been delivered and the installation has begun and it is his hopes to have it fully installed within the next couple weeks.

DEPARTMENT HEAD:  Tanis “Joe” Tavernier (Chief of Lisbon Police Department)
JT’s  purposed 2009 budget was discussed.  JT emphasized the need to know in advance of any special police details that may be needed for possible Lilac Days and any Arts Council projects.

JT told the Board he would be ordering the new Police Cruiser contingent upon the approval of the purchase through town vote at the 2009 Town Meeting.

JT discussed the need to establish a special fund for fines that should go towards education.

The PD recently had a dog drug search at the Lisbon Regional School.  JT commended all who were involved with this effort.

JT discussed a lunch program finger print system that is being discussed to help expedite the lunch purchase process.  

JT told the Board that that for the year 2008, there had been 132 arrests as opposed to 114 in 2007.

RAR made a motion to adjourn the meeting, DM 2nd.  All voted in favor.

Meeting adjourned 6:00 PM.
