Selectmen’s Meeting Minutes
Meeting Date: May 19, 2008

Selectmen Present:  John Northrop (JN), Ruth Robar (RAR), Jonathan Reid (JR)
Town Administrator: Regan Pride (RP)
Administrative Assistant:  Barbara Menchin

Meeting started at 5:00 pm
Bills, manifests and minutes were read and approved.
 
SELECTMEN’S MATTERS:
RAR asked about the water/wastewater abatements the Board needed to sign.
JR made a motion, RAR 2nd to abate wastewater over and above the normal 2,000 gallon usage for the Shared Ministry White Church.  So voted all.

The Board made the same decision regarding Mr. Peter Nightingale’s wastewater bill……he is to pay the water side of the bill and abate the wastewater side over and above the normal usage.

RAR discussed the Library Furnace and the recent request for a check by the Library.  

The Board will not be having it’s regular meeting the week of May 26, however, they will come in on Tuesday afternoon to sign bills and manifests.

ADMINISTRATIVE ASSISTANT MATTERS: Barbara Menchin
BM told the Board that 23 Parkridge Road has been sold and that the building inspector (Stan Borkowski), is extending the same type of building permit to the new owner.  

BM explained to the Board the upcoming Superior Court Hearing to be held June 9, 2008 regarding the ZBA Special Exception for Mark Champagne that STOP is opposed to.

TOWN ADMINISTRATOR’S MATTERS:  Regan Pride
RP spoke to the Board regarding the certification renewal to purchase from the Surplus Depot.  

RP stated that he had confirmation on the 2008 Highway Block Grant.  The year’s grant will be in the amount of $79,696.35 with first payment due of $16,342.00.

YMCA will be having their 5K Race and the sign-up sheets have been distributed locally.

RP had a meeting with Mr. Bill Doyle of Parks & Recreation.  This year he will have a 7- week program instead of the normal 8.  The program will start the end of June and it will be open to children from second to seventh grade.

Ms. Carol Herzig has agreed to sit in as interim director for Lisbon Main Street.

RP to change the financial budget line of Town Clerk from line 4130 to budget line 4140 for clarification purposes.  BOS to approve the transfer.

Discussion on the recent purchase of 4 Seasons by Mr. Jay Soucey of Evergreen Gymnastics.

RP looked at the welcome sign at the East end of town and determined it needed paint and some of the trim boards need to be replaced due to rotting.  RP has spoken with Jackie Taxter of the Ladies Group regarding planting of flowers at the site.

DEPARTMENT HEAD:  Kevin Clement
The Board spoke with KC regarding his schedule and when he may be able to grade the area for the concrete pad at the Railroad Station.  KC to check his schedule and get back to the Board within a week or so.  KC stated that he needs more than a week’s notice for “special” projects and again requested that if any work is needed of the Town Employees that it needs to go to the Board first.

The bids were opened for the Paving Contract.  Two bidders were involved.  Blacktop was the low bid and thus won the bid.  JR made the motion to accept the bid, RAR 2nd.  So voted all.

KC stated he had numerous bicycles in the barn and would like to get rid of them.  He asked if he could give them to Mr. Harvey Paquin of recycle and put a $5.00 “for sale” sign on them.

RAR moved and JR 2nd to enter non-public session per RSA 91-A: 3, II (c) for the purpose of discussing a personnel issue taking BM with them. All voted in favor.  

Resumed public session:
Motion made by JR to seal the minutes of the non-public meeting. 2nd  by RAR. All in favor.

A motion was made by RAR to adjourn, JR 2nd .  

Meeting adjourned 7:00 pm.
