Selectmen’s Meeting Minutes
Meeting Date: May 12, 2008

Selectmen Present:  John Northrop (JN), Ruth Robar (RAR), Jonathan Reid (JR) absent
Town Administrator: Regan Pride (RP)
Administrative Assistant:  Barbara Menchin

Meeting started at 5:00 pm
Bills, manifests and minutes were read and approved.
 
SELECTMEN’S MATTERS:
RAR stated that she and JR would be attending the second training session for town officials on Saturday, May 17, 2008.

RAR asked about the step at the Chem Feed Building.  A temporary step was built last winter and she asked if there was a permanent step now.  RP stated it has been completed.

RAR asked about the handrails for the railroad station and if RP had spoken with Mr. Clement regarding the use of Mr. Hicks.  To date, RP had not spoken with Mr. Clement.

JN and RAR have visually inspected the site of a complaint that came in from Cole Plain Rd regarding a driveway/road washing out.  

RAR noticed the Railroad station did not receive a water bill.  RP to check into it.

RAR stated that Ms. Kathy Burke has resigned her position as director of Lisbon Main Street.

RAR went through a “to do” list for the selectmen of various items they have stated they would like to check into further or accomplish.

RAR suggested the need to look into vacation time policy.

The Selectmen’s office received a water report regarding a recent complaint on Pearl Lake Road.  RP to contact Mr. Terri Welch.

The Board will not meet Memorial Day week.  The Board will sign off on Bills and Manifests on Tuesday, May 27, 2008.

ADMINISTRATIVE ASSISTANT MATTERS: Barbara Menchin
BM discussed several ordinances she plans on writing.  She stated she did do a gravel pit ordinance, however, the Planning Board has not had time to review it.  BM also stated she would be drawing up sound, sign and health ordinances in the near future.

BM informed the Board that 23 Parkridge has a sales agreement in hand.

BM told the Board that building inspector, Stan Borkowski, will be changing his days at the town hall to Wednesdays and Thursdays.  He hopes to be able to better coordinate his time with the administrative assistant.

BM discussed her conversation she had with Mr. Mike Gallipeau regarding the Pearl Lake Road complaint the Board received on Water.

TOWN ADMINISTRATOR’S MATTERS:  Regan Pride
RP told the Board he had gotten notification that the Moose Plate Grant has been received and that it would be reviewed in June.

RP has spoken with LGC legal regarding the Town leasing the Railroad Station to Main Street.  It was stated that there can be no long-term lease agreement however it could be done on a year to year basis.

RP stated that Janice Choate of Main Street is stepping down as President of the Executive Council for Main Street.  There will be a need of four Board Members, a Director and Committee Members.

RP told the Board that the Library Trustees have approved a quote for a new furnace.

RP will be attending class on Monday, May 19, 2008.

RP to meet with Bill Doyle May 15, 2008 to discuss the recreation program.

RP has spoken to Mr. Peter Nightingale regarding his water/wastewater bill.  Mr. Nightingale has received a bill with 400,000 gallons of water use.  His building was unoccupied.  Mr. Kevin Clement stated Mr. Nightingale had turned off the heat to the house, thus the pipes froze and then broke.

The Board requested RP to contact Terry Aldrich regarding the hand rails for the railroad station.

DEPARTMENT HEAD:  Kevin Clement
KC and Mr. Mike Gallipeau requested that RP contact either one of them regarding water or water meter issues.  So approved by the Board.

RAR asked KC’s opinion regarding various towns borrowing the Town of Lisbon’s excavator or other equipment.  KC stated it has always been a gentlemen’s agreement on a swap and barter system and did not think fees should be imposed or rentals.  The way he does it now that if another town needs excavator assistance, a Town Employee goes with the equipment.

JN requested KC to take the one-ton up to Cole Plain and repair the washed out area that was complained about recently.  RP to write a letter stating any future problems are the responsibility of the land owner and not the town.

KC stated the crew was flushing hydrants.

The Fire Department tanker has sprung a leak and KC stated it should be repaired by Monday, May 19, 2008.

The loader seal and O-rings are in process of being repaired.

KC stated they have started grading the roads.

Road sweeping will be sporadic as time allows.

KC stated Winter Sand is up and done and fire wood is up and done.

KC told the Board the new pick-up has arrived and it should be a couple weeks before the town cruiser and pick-up would be ready to be sold.

KC said the Parts Town building lot will be staked out Monday, May 19, 2008.

KC told the Board he would like to start getting bids for an outside heating system for the Highway Garage.  KC said they could help curb costs on this as they could pour the cement pad and do various other jobs involved in the set-up of the heater.

KC stated he would be going to the Equipment Show in Gunstock Thursday.

KC stated there is a need for trimming around the lagoons.  RP to check with Mike Gallipeau.

KC would like to start the process for hiring a water/wastewater man.  He would like to entertain invitations to speak to the Board.  KC stated there should be some job description parameters.  RP to give job description to KC.

DEPARTMENT HEAD:  Jody Gagnon (Lisbon Life Squad)
JG told the Board that the Franconia Ambulance may not arrive until the end of summer.  

JG told the Board the Life Squad has attended 150 calls thus far this year.  She further stated she has new members and 2 members will be attending EMT classes.  Total Life Squad Members are now at 20.  Mr. Dave Coombs will be certified EMT.

JG spoke of the recent helicopter (DART) landing training session.  She stated a lot of people showed up and the training was well worth the effort.

JG told the Board Mark and Cindy Taylor are now Certified Water Rescue.

DEPARTMENT HEAD:  George Stevens (Lisbon Fire Department)
GS told the Board the fire department is planning on staking out and measuring for the new fire department on May 19, 2008.

GS stated all’s well with the Fire Department.

A motion was made by RAR to adjourn, JN 2nd .  

Meeting adjourned 7:15 pm.
