Board of Selectmen Minutes 03/24/2008
Town of Lisbon
Selectmen’s Meeting Minutes
Meeting Date: March 24, 2008

Selectmen Present:  John Northrop (JN), Ruth Robar (RAR), Jonathan Reid (JR)
Town Administrator: Regan Pride (RP)
Administrative Assistant:  Barbara Menchin

Meeting started at 5:00 pm
Bills, manifests and minutes were read and approved.

SELECTMEN’S MATTERS:
RAR suggested a few items that she thought the Board should investigate through this coming year.  Among these items were:  feasibility of purchasing scales for the recycling center, review the water/sewage plan, do a comparison of the available employee health insurance plans, heating oil prices.

The Board requested RP to write a letter to Franconia acknowledging the Town of Lisbon’s purchase of their ambulance.

ADMINISTRATIVE ASSISTANT’S MATTERS: Barbara Menchin
BM stated that George Stevens of the Lisbon Fire Department stated that he would have the first quarter run sheets to her shortly.  BM stated that the fire department is almost 6 months into their year (Fire Department payroll goes from November to November).  JN told BM to do the run sheets as she found time and not to try to do them all at one time.

DEPARTMENT HEAD:  Joe Tavernier
JT stated he had attended the Easter Egg Hunt at the school this past weekend.  He said there were about 100 children that attended and several parents.  All in all it was a very good turn-out.

JT spoke of the “Seat Belt” Grant and stated that he would either be doing a one-man 6-hour detail or a 2-man 3-hour detail some time in May.

JT informed the Board that the new cruiser was in and that he planned on picking it up Tuesday, March 25, 2008.

JT further mentioned that any additional equipment that might be needed for the new cruiser would come out of the same budget line as there is additional money in that line for such a purpose.

JT stated he would not have the old Ford Expedition inspected that he planned on cleaning it up and then the Board could advertise it.

JT will be installing the new video cameras in the cruisers himself.  These cameras are in stock and he plans on getting them shortly.

RP asked JT if there could be another “Parking Patrol”.  JT stated that there has been an ongoing patrol on the vehicles on Main Street.  He stated that after 3 tickets, the PD would be having the vehicles towed.

JT mentioned the possibility of doing a recruitment campaign for new Life Squad members.

TOWN ADMINISTRATOR’S MATTERS: Regan Pride
Mr. Ted Sutton of Lincoln has filed a petition for a court injunction against the new jail project.

RP spoke of 2 grants he is applying for with a deadline of April 1, 2007.

RP spoke with Terri Welch of Welch’s Water and Wastewater regarding the ChemFeed Building.  There is a need to install some form of a heating system to the incoming water so that it will dissolve the baking soda and ash quicker.  Currently the water is cold and the chemicals do not dissolve quite as fast as he would like to see and as a result, there is corrosion developing around the tanks.

RP informed the Board as to what his schedule would be for the rest of this week and next.

A motion was made by JR to adjourn the meeting RAR 2nd all in favor.

Meeting adjourned 7:00 pm.
