Selectmen’s Meeting Minutes

Chairman Jerry Hite opened the meeting at 7:00 pm
Reviewed bills & approved manifest.
Minutes of 12/18/05 minutes were approved.
No public input
SELECTMEN’S MATTERS:
Tri-Town Project on Brook Road: Chairman Hite reiterated his position against town involvement in the project due to the increase in cost. JN moved and JR 2nd not to go forward with the project. So voted all.
RSA 79E: Brief discussion about the Stark Coffee House and the stipulation that renovations must comprise 15% of assessed value. BOS is in favor of trying to give any business a break as long as they meet the guidelines set forth.
JH requested JN to have a conversation with Walter Young to see what kind of price he would accept for the empty lot across from the former Lisbon Chevrolet building on Main Street. This way we could have a good figure for a warrant article.
Discussed the calendar format for the town report. The biggest issue will be getting all the meeting dates for Lions, Main St, Selectmen, Planning Board, School Program, and School Board meetings.
JN moved and JR 2nd to enter non-public session per RSA 91-A: 3, II (c) all voted in favor.
Resumed public session at 7:25pm.
Motion made by JN to seal the minutes of the non-public meeting. Seconded by JR. All in favor.
OTHER MATTERS:
Town Administrator Regan Pride informed the BOS by via notes that Public Works Supervisor Kevin Clement proposes an agreement with Bath Public Works to allow the Bath PWD to borrow sand from the Lisbon stockpile due to the closing of the Bath Covered Bridge. They would need it during winter storm events, and the Bath PWD will replace any/all loads used at their leisure between storms.
POLICE DEPARTMENT MONTHLY REPORT– Chief Joe Tavernier:
· Fire arms training is complete.
· 1/1/07 3yr agility tests. Officer passed.
· Sergeant Scott M. has enrolled in a 2-day supervisors class, and a semester class in Law Enforcement at NHCTC.
· JT will be taking a 5-day supervisor’s class.
· 1/15 reports due.
· JT introduced candidate for part-time officer – Mike Ho Sing Loy. BOS members were given copies of his resume prior to the meeting. Mr. Loy will require attending NH Police Academy Training from 1/6 through 2/24 to become certified. Board members has a brief interview with Mr. Loy.
JN moved and JR 2nd to hire Mr. Loy as part-time patrolman subsequent to completion of training, and further to allow Mr. Loy to use the town’s spare car for trips to classes in Concord, NH. JN, JH, and JR voted in favor, motion carried.
JN moved to adjourn. Seconded by JR. Meeting adjourned at 8:15pm.
