Selectmen’s Meeting Minutes
Meeting Date: January 22, 2007


Selectmen Present:  John Northrop (JN), Jonathan Reid (JR)
Clerk: Regan Pride (RP)

Approved AP manifest and payroll.

The Board reviewed a letter received from attorney Joy Riddell of the law firm Sheehan & Gordon, regarding interpretation of new laws applicable to the Buffington Trust Fund. Ms. Riddell has changed firms since she last did work for the town on this topic. Formerly she was with McDonald & Kanyuk, PLLC. RP recommended transferring the information to Ms. Riddell at her new firm for the sake of continuity of personnel involved. JN moved to authorize the transfer of the files from McDonald & Kanuk to Sheehan & Gordon, JR 2nd. All voted in favor.

RP informed the board that the bank account for the Lisbon Conservation Committee has been inactive for some time and the bank is asking whether the town wishes to keep the account open or to close it. RP mentioned that account for the committee is funded through a portion of the current use change penalties collected in any given year. JN moved and JR 2nd to keep the bank account for the Lisbon Conservation Committee open. All voted in favor.

SELECTMENS’S MATTERS

JN reported that he has not been able to reach Walter young regarding the former Lisbon Chevrolet property, but that the property s definitely off the market at this time.

A request was received from Graham Perham for additional street lighting at the school parking lot. JN moved and JR 2nd to pursue quotes and schedule installation with Public Service Corp. all voted in favor.

Meeting with Select Boards from Lyman and Landaff regarding Life Squad, Fire Protection and Solid Waste Agreements:
Present: Jody Gagnon (Lisbon Life Squad), Bruce Ulricson (Landaff), Doug Erb (Landaff), Mike Ransmeier (Landaff).  RP and J. Gagnon presented the proposed budget for the Lisbon Life Sq        uad. Selectmen Erb expressed thanks to Jody G. for coming to provide supplemental information to the boards. The potential purchase of a replacement life squad vehicle from the “White Farm” surplus depot was discussed. J. Gagnon stated that the current truck is showing signs of age in terms of its handling characteristics, but that it is still reliable. The cost to purchase and outfit the surplus truck is extimted to be $24,500. The Landaff share would be 15%, or $3675. Selectmen Northrop moved to table the vehicle purchase until 2008. All participants agreed. Selectmen Erb spoke in favor of retaining the 85%/15% cost sharing formula through 2007. All participants were in agreement.
The Lyman Select Board joined the meeting at 7:30pm.
