Selectmen’s Meeting Minutes
Meeting Date: April 2, 2007

Selectmen Present:  John Northrop (JN), Jonathan Reid (JR), Ruth Robar (RR)
Clerk: Regan Pride (RP)

Chairman Northrop opened the meeting at 7:00pm.

Approved AP manifest and payroll.
PUBLIC INPUT: - none -
SELECTMEN’S MATTERS:
A offer to repurchase tax-deeded real estate was received from Ms. B. Baines, proposeing payments of $500 per month. JN moved to refuse the offer, 2nd by JR. vote: JN-aye, JR-aye, RR-aye. Motion carries. Offer refused. RP will inform attorney J. Hodgdon of the decision.

The Board reviewed infra-red images of the town hall showing areas of highest heat loss. RP will be contacting contractors for bids on replacement windows for the main hall, and for energy efficiency improvements elsewhere in the building – doors, walls, etc.

RR made a motion to hold a work session to review the FD bylaws and employment policies on Tuesday 4/3/07 at 9:00am. JN 2nd. All voted in favor.

RP informed the board of a request from J. Powers for the town to release a portion of the letter of credit held in connection with road construction on his sub-division on Caterall Road. RP also informed the board of comments from Kevin Clement stating that he believes an engineer should inspect the construction so far and report to the board on the satus of the project before any funds are released. JN moved to release funds proportionate to the level of completion of the project contingent upon a positive report from engineer R. Morneau. JR 2nd. All voted in favor.
POLICE DEPARTMENT REPORT – Chief J. Tavernier
The Chief reported the following:
§       New part-time officer Mike Hosingloy has completed training at the academy and is beginning FTO shifts in Lisbon.
§       The grant paperwork for the radar speed trailer is completed and will be sent in to the Department of Safety
§       Officer Garvin is starting a supervisor course.
§       Office Pinson is starting a breathalyzer course.
Chief Tavernier requested that he and officer McKinley be authorized to take a “Police in the Community” course at NHCTC this summer. They will use the vouchers traded for the old fire truck. Permission granted.

RR inquired as to how the rotation for overtime duty is coordinated. JT commented that sergeant McKinley is in charge of scheduling and that part-time officers are frequently unavailable during daytime shifts due to other work commitments.  Thus, covering for vacation days, training, or illness for the chief or sergeant usually requires use of another full-time officer.

JT left the meeting at 8:30pm

ADMINISTRATORS REPORTS
Flex Spending Account program – in order to offer the debit cards, we need to allow purchase of over-the-counter medications. Dependent care authorization will not incur financial obligation on the part of the town.

The Household Haszard Waste Collection Day will be May 5th.

Stockley trucking can provide C&D containers for the debris from the former Partstown buildilng.

Paul Sanderson of LGC will be sending an opinion letter regarding the right-of-way issue about the Mary Schlesinger Memorial Forest.

Letters regarding building /zoning code violations have been sent out to 4 Seasons and the Rasicots.

Stan Borkowski will be meeting with the state electrical inspector at S. Donahue’s property on Wednesday April 4 at 9:00am.

JR moved and RR 2nd to enter non-public session to review applications for the Bufington Fund.

RR moved to recess until Tuesday 4/3/07 at 9:00am to review Fire Department bylaws and employment policies.  All voted in favor.

Meeting recessed at 8:50pm.

RESUMED MEETING AT 9:00 am Tuesday 4/3/07 – WORK SESSION

Board members reviewed the Lisbon fire department bylaws and prepared amendments to present to fire department personnel for discussion.
Plans for re-arranging selectmen’s offices and file storage.
The board also discussed whether or not the hiring of a deputy town clerk is actually necessary.

JN moved to adjourn, 2nd by JR, adjourned at 2:30pm
