Selectmen’s Meeting Minutes

Chairman Northrop opened the meeting at 7:00 pm.
Approved AP manifest and payroll.
PUBLIC INPUT: Mr. & Mrs. Martin Tirrell attended the meeting with concerns regarding their neighborhood on Presby Road. Mr. Tirrell stated he is the oldest landowner on Presby Road and has seen a great deal which disturbs him. Regarding: Mr. Ed Rasicot land, MT’s concerns are when ER cleans up the property, he will only move it from the front and put it behind his place. He has animals on the property and has no grass. Cows run loose. He has seen this property
develop over the last 23 years and feels as if it is time to clean up. There is a swamp at Ed Rasicot’s place that goes into the brook that goes to Ron Day’s house that goes down to Mrs. Bailey’s house on Walker Hill Road. Mr. Tirrell feels as if there is a serious sanitation problem due to the trash, garbage and animals. It has gotten so bad, there are now rats and that was witnessed by the Chief of Police. Regarding David Blatchford: he was allowed to put a mobile home on his property, he has no septic and the sewage from when they visit the property, winds up in the swamp. MT was told that the mobile home will be removed soon but in his estimation, the only way it could be removed would be in pieces as there is a telephone/light pole on the property. Regarding Aldo Griggs: the property appears to also be a mess. Mr. Griggs has burned (in the past) foam rubber and mattresses during his bonfires, which he is not
sure if there was a burning permit. The bonfire material is starting to gather and figures that it will be time, soon for another “Harley Party”. Mr. Tirrell further stated there was a stabbing at a Griggs party last year and the police did not ask he or his wife any questions. Regarding the Thomas Ridley property: They have a great deal of animals, horses, goats, cats and chickens. The well is full of manure and dead animals. The stench is disgusting. This also appears to be a sanitation problem. Dead animals bones and decomposing animals are in the area. They also have created a rat problem. Mr. Tirrell does not want to put out poison, as he does not want to harm other wild life and pets. Regarding David Desmarais: There seems to be a “right-of-way” issue and cars are continually being parked on the right-of-way. To conclude, Mr. Tirrell stated that he knows he probably has more “junk” than what he needs, and stated that perhaps he will build an outhouse on his
property across the road, install a mobile home and have loud parties well after midnight. He is asking the Board to take note and to please address this issue.
PUBLIC IMPUT: Mr. Peter Nightingale came to talk about the Buffington Fund and investment options. JN did state that he felt it was time to “tweak” the way the Buffington Fund is being managed. It was created many years ago and was handled by very conservative people. There were not as many options then as there are now. PN volunteered to meet with John Fitzgerald and David Graham on the May 7, 2007 Selectmen’s meeting.
ADMINISTRATORS REPORTS
RP stated the water/wastewater manifest is done. He has turned it over to the Town Clerk, Charlotte Derosia to help with any discrepancies. CD & RP to review Tuesday, April 24, 2007 and RP hopes to have the bills out shortly thereafter. Tamper-proof meters were discussed and the need to possibly install them again. JN would like someone to come to Lisbon to see what could be changed or could be done to make the water/wastewater billing system easier to manage. JR made motion to have RP contact EJ Prescott, RR 2nd, all voted in favor.
Bids are still coming in for the Railroad Station phase 3.
Jamie Dow from the DRA called regarding the MS-2 and Clerks Town Meeting minutes. There appears to be a difference that looks like the Library budget did not agree. The correction is to be made and resubmitted.
RR is working on the Employee handbook and had questions regarding the overtime Policy. It was also noted that when the Clerk (BM) does Planning Board meetings, she collects her pay from the Planning Board line item. JN requested the clerk to try to keep track of how many “actual” hours are devoted to the Planning Board so that monies can be put into the budget next year to compensate and this will also keep the clerk from over-running her own budget line.
RP talked to Tim Fountain of Cartographics by phone regarding the Proxis Company who wants to purchase the town’s map files from Cartographics. The town does own the rights to the information. Cartographics will charge $200.00 to the Proxis Company for the filtered copies.
Local furniture maker, Fred Hallock, has been requested to give a price on refinishing the Selectmen’s conference table.
The events of the latest Planning Board meeting were discussed. It is believed that there is a fine on someone who tapes a meeting without notifying, in advance, the people involved in the meeting.
There will be a meeting of Main Street, Inc. on the opening of the Lisbon Clinic. The new CEO of Littleton Regional Hospital to attend this meeting at the Main Street, Inc. address on Tuesday, May 1, 2007.
Morris trash pile on 106 Grafton Street was discussed. No decisions made at this time.
Josh Dumont, owner of Northrops Market, has requested a change in the Food Vouchers the town gives to the General Assistance people. The board discussed a few options, but have no conclusions to the problem. It was discussed RP cut down on the dollar value of the food voucher. Not sure what is going to be the best way for Mr. Dumont to keep track of the vouchers.
KC has requested a sweeper truck for cleaning up the sand at the edges of the road. It would suck up the sand and hold it in an enclosed container and then would be disposed of. The public works projects for the near future was prioritized. First project to be the water main on Pearl Lake Road. Next would be Chevron Park, JR to contact Donna Knighton to see when it could be done. Next would be the Railroad Station (pulling up the concrete, etc.). Last would be the removal of the Parts Town building. KC to remove the front of the building. KC may not have enough time to remove the back of the building. Dale Martin of Commonwealth Construction has been contacted to see if he would like to submit information on this.
JR made a motion to recess the meeting to be continued Tuesday, April 24, 2007, RR 2nd, so voted all.
