Selectmen’s Meeting Minutes
Meeting Date: June 11, 2007
Selectmen Present: John Northrop (JN), Jonathan Reid (JR), Ruth Robar (RAR)
Town Administrator: Regan Pride (RP)

Chairman Northrop opened the meeting at 6:55 pm.
PUBLIC INPUT: Tracy & Patricia Davis of 99 Armstrong Avenue had concerns regarding their water/wastewater bill. It was pointed out to them that this first billing of 2007 had an extra month included in them as the last billing in 2006 was sent out approximately 1 month early. Also, there is an area that is still wet in their yard and they were wondering if there could still be a leak in the pipe to the meter. It was pointed out that whatever happens before the meter would not affect their usage. When the broken pipe was fixed late last year, KC needed to return to clean the area of chunks of tar and rocks. JN stated that he would have KC look at the area and would loam and seed it if necessary.
Jeff & Theresa Gould: Water/wastewater bill seems to have more than doubled in usage. Their actual usage seems to be decreasing. John Starks opened October of 2006. They claim that their usage is very little and there was no plumbing in the restaurant until September. Their plumbing is in good shape and they have replaced 2 of the toilets in the apartments (not due to water leaking). Mr. Gould suggested the town put in temporary meters in the apartments to check consumption. Theresa Gould stated she has checked her usage and it appears to be around 2,000 gallons per week. JN said we would have KC change the meter to see if there is a problem with that meter. Mr. Gould said he would pay last years amount to show good faith and see what happens for the next billing
cycle. JN stated that the unpaid bill could not be forgiven. Mr. Gould said he would keep a weekly log on usage.
Jeff & Theresa Gould: checking on RSA 79-E to see if they have gotten any further. RAR said we need to check with the Local Government Center to see if we can accept any bills previous to town meeting in March 2007. Then if the LGC states we can accept those bills, we can proceed with a public hearing.
SELECTMEN’S MATTERS:
Short discussion regarding junkyards in the town. There are NO legal junkyards. There are no permits on record.
JN spoke with George Stevens regarding the new fire station. It appears that all of the vehicles will fit on the lot with a 70 foot building.
RAR asked BM to check with all town employees to see if anyone would be interested in free flu shots. The town needs 10 employees to have this done. We would be going under option 2. RAR passed the motion and JR 2nd.
JR has studied Mr. & Mrs. William B. Little’s water/wastewater bill. It appears their usage has jumped from 10,000 gallons to over 12,000. JR was not on this billing as it was in March and the reading was done in February. He stated that no one lives with the Little’s and did seem to appear to be a bit high. JN said we need to investigate this further.
A motion was made by JN and RAR 2nd in regards to sending a letter to the Norton’s regarding their miniature horses. They have requested Stan to write the letter, send it certified to “remove” the animals until their public hearing is held.
JN and JR to install the air conditioning in the town offices on Thursday. Also, JN requested BM to contact Jenny Trelfa to have her come in on Thursday, June 14 to answer phones so that BM could go into the storage area upstairs of the town building to sort old files.
DEPARTMENT HEAD: Kevin Clement (KC)
KC gave the old line painter a decent sendoff. JN asked if there were any salvageable parts on it. KC stated the motor is still good and Todd Colby is going to make a wood splitter out of it. When the town gets downed trees, the highway crew cut up the wood and use it in the highway garage woodstove. Saves on the cost of fuel.
Regarding Mr. & Mrs. Davis, KC has been keeping an eye on the water situation and plans on going to their house to correct the issue of the bank.
KC plans on doing the paving next week. He plans on grinding Pearl Lake road this fall. KC stated he was not happy with the scheduling or lack of scheduling with Pike.
The highway crew has completed their flagging course and all have certificates. This course was put out by Primex. They will have to be re-certified every so many years.
RP told KC that he had the names for the Archeological Survey: Robert Goodly of Stodard and Cathy Wheeler of Portsmouth. Ms. Wheeler is not prepared to begin until end of July but Mr. Goodly could pretty well start just about any time. The cost of the project is pretty much in line with what the State stated. RP to send maps, etc.
KC announced the passing of Mr. Ray Pineo.
KC is continuing work on Gilman Hill Road.
KC test drove a demo grader. He stated that there was quite a difference between a 1981 and a 2007! Price new would be between $285,000 and $325,000. He is going to check into lease options and options that may occur after the lease is up. The Board said they would talk with lease person, after KC gets information.
JN asked KC if the Lyman road situation has been resolved. KC said they are looking for a permanent employee. They do have someone in place and if this doesn’t work out, he would contact Lisbon. He thanked the town for their concerns.
TOWN ADMINISTRATORS MATTERS:
Billy Langdoc contacted RP regarding the culvert at his property is loading up again. He asked if the town could clean it up again.
Department Head meeting to be Wednesday, June 13, 2007.
JN asked RP to contact Dave Graham and John Fitzgerald to see where the Trust Funds stand.
RE: the new ambulance, Mark Taylor is to submit a written report for the Life Squad. RAR suggested we check into the LS budget to see if the purchase could be handled easily.
Town of Haverhill has approached the Chief requesting to borrow the new speed trailer for a couple days. Their Chief asked Joe Tavernier and Joe said it was ok by him.
North Haverhill has not filled their part time welfare administrator position. RP wants to check into a joint town venture to have a welfare administrator. This would free him up so that he could do other things.
RP and the North Haverhill welfare administrator are going to a seminar on Welfare administration on June 21, 2007.
Lori Hubbard did a walk-through with RP regarding the cleaning of the town hall. She quoted $15.00 per hour. JN recommended we get her in to wash the new windows and see how she does.
Ladies room toilet is still leaking. RP has called Harry Andross again to fix.
Motion made by JR to adjourn meeting. 2nd by RAR. All voted in favor. Meeting adjourned at 9:45 pm
