Selectmen’s Meeting Minutes
Meeting Date: June 18, 2007
Selectmen Present: John Northrop (JN), Ruth Robar (RAR)
Town Administrator: Regan Pride (RP)

Chairman Northrop opened the meeting at 7:00 pm.
PUBLIC INPUT: Alana Lessard came to discuss the quotes on the new library furnace. She had 3 quotes and couldn’t figure out which one would be better as they didn’t really describe what all was what. She asked the selectmen for assistance in figuring them. As there was no real breakdown on the quotes, JN recommended that she contact Yeaton Associates of Littleton who is a heating engineer. JN stated this way you will know what is needed and then all quotes could be quoted apples to apples.
SELECTMEN’S MATTERS:
JN spoke with Tim Corey of Corey Electric regarding the 3rd floor lighting. RAR made a motion to hire Mr. Corey and to have him bring the 3rd floor up to code as outlined in his quote. JN 2nd…….all accepted the bid.
JN made a motion to make all new subdivision roads have the requirement of using fabric in the road. RAR 2nd …….so voted all.
The BOS requested the clerk to type a letter to Mr. & Mrs. Ohland regarding their abatement request. The board agrees with the findings of the BTLA to deny their request.
RAR reported potholes on Pine Street. She asked if they could be filled while the holes are still small.
RAR & JN stated that Kevin Clement and his highway crew are doing a fantastic job on the town roads. It was noted that Walker Hill Road had been paved and looked wonderful.
DEPARTMENT HEAD: Harvey Paquin
The paving has been done at the recycle center by the garage, oil shed and to the ditch. The people paving did a very nice job.
Prices for baled material are good this year. HP stated he moved 10 bales this past week.
TOWN ADMINISTRATORS MATTERS:
RP spoke with legal council regarding RSA 79-E. LGC (Local Government Center) stated if the law does not state you can retroactive a bill, then you must agree that you can’t. Bob Boley from the DRA (Department of Revenue Administration) stated that if there is no language stating, then the State has no jurisdiction and it is a local issue. JN requested RP contact LGC and get the “legal” opinion in writing.
RP went to a “Dam Removal” meeting Tuesday, June 12, 2007. Dick Morneau has a preliminary engineering plan, Ray Lobdel has the wetlands permits started. There is a further requirement which needs to be done which is a soil sediment sample. There are 4 samples that need to be taken at a cost of about $4,000.00. Deb Louiselle is petitioning to waive the sample survey. RP stated he had seen the file on this particular dam and it is about 3 inches thick. The file goes back to the 1940’s. In this file it shows the condition of the dam and the lists deficiencies. The concrete is now cracked and the ground has been under-mined. It was on a “fix or remove” list. That is when the town applied for the grant to remedy this situation. RP
stated that Deb Louiselle was informed that this project must be completed this year.
Life Squad Ambulance: Jody Gagnon has decided that it would not be in the best interest of the town to purchase the used ambulance at this time. The old ambulance does have some issues, but it is her belief that it can be held together until next year. JN spoke with Todd Colby regarding the old ambulance and Todd stated that he would try to keep it safe and keep it running ok. There is some welding that needs to be done on it and JN stated that Chris Hicks could do that.
RP and BM stated that the assessor was finished with his imput on the Briteside program and with a little luck they would be celebrating towards the end of the week with getting the tax bills out. Hopefully, all will go well with the merge.
RP spoke with Louis Barker of the DOT regarding the Railroad Station Easement. He stated that the town needs to speak with the Bureau of Trails. It appears that the Railroad Station has done all that they need to do. RP to follow up.
Ms. Beverly Butson had a question on her water/wastewater bill. It spiked up this last issue and she was concerned. She has an old style meter. JN recommended replace the old meter. Her inside meter and the outside meters read 1400 gallons difference. JN made a motion to credit her the difference between the 2 meters, RAR 2nd…….so voted all.
Jeff Gould has been reading his water meter daily. He had stated that the meter readings are very erratic from day to day.
JN moved and RAR 2nd to enter non-public session per RSA 91-A: 3, II (c) for the purpose of discussing a Buffington Fund Application. All voted in favor.

Motion made by JN to seal the minutes of the non-public meeting. Seconded by RAR. All in favor.
Motion made by JN to adjourn meeting. 2nd by RAR. All voted in favor. Meeting adjourned at 9:25 pm
