Selectmen’s Meeting Minutes
June 5, 2006

Selectmen Present: R. Pride, and J. Northrop
Town Administrator: G. Scaife
Bills, minutes, and manifest approved for the week.
Public Input -
· Tim Fountain and Don Butson of Cartographic Associates Inc. discussed the process of upgrading the Towns GIS software and the Query Manager software provide by Cartographic. They stressed the importance of a consistent format for the export data that will be used from either Briteside or BMSI. The data format will be reviewed prior to the upgrade.
· Nina Toutant reported trash accumulating on property adjacent to the Railroad Depot Station Lot. Guy Scaife acknowledge that this was an issue and that he has already been in contact with the property owners and will continue to follow –up.
· Wally Berry asks the status on the potential sale of a Town lot on Moore Street. The BOS has decided not to sell the lot at this time. Potentially it is will be needed as a turn around spot for the snow removal truck and a place to dump snow. Mr. Berry gave the Town approval to turn around on his property when plowing snow on Moore street as long as the snow was pushed off to the East side of the road, keeping his entrance clear for passage.
· Mike Stockley proposed placing a container for scrap metal at the recycling center so that materials could be placed directly in the container rather than on the ground and therefore avoids the labor of having to pick it up later to place in a container. BOS agreed with the proposal and ask Mike to work with Harvey P. on a suitable location
· John Kasprzak expressed concern regarding the roadwork on Mt. Eustis road. He feels that the road in front of his house continues to be moved toward his property boundary every time the Town does work in the area and as a result he is loosing land. Kevin Clement met with John earlier in the day and has committed to mark the width of the road before the paving start to insure this does not happen. Mr. Kasprzak also asks that the speed limit on Mt. Eustis road be lower so as to slow down commuters. The current posted speed limit is 35 MPH. 25 or 30 MPH was discussed. To change the speed limit a public hearing is required. BOS committed to review
this request as well as look at other areas In Lisbon so that if a Public Hearing was call it would include multiple area that need review.
Chief Tavernier presented the Police Department Report
· Lilac Festival coverage was routine with the exception of several disturbances Sunday evening.

· Scott Pinson is doing well in class. Four weeks of class time remain.
· Chief will be attending a Police Chief Conference 6/18 – 6/21
· In the process of hiring an additional part time officer
· Will participate in the career day at the school on Wednesday 6/7
Guy Scaife presented the Town Administrator weekly report:

· Materials for the roof repair at the Recycling Building are being delivered this week with work to start soon after.
· GS working with Joe Wiggett of Littleton on securing a fixed rate quote or a pre-buy quote for next years fuel oil and diesel.
· NeighborWorks provided all materials, labor, and machinery to excavate and install conduit for the electrical, telephone, and cable TV service to the Railroad Station. This contribution is valuated at between $1500 and $2000. Roger Robar and other volunteers were involved in the project.
· GS will be working with Cartographic to plan the software upgrade and to review the export files from Briteside and BMSI.
· GS will contact Barbara Baines regarding property on School Street.
· Notices on the sale of two parcels of Town property have been advertised in the paper and letters to each property abutter have been mailed. Bid opening will be 6/26/06
· Overall expenditures to Budget are on track through May 2006. General Assistance expenditures are exceeding the budget. Water budget will be very tight due to the unexpected carry over cost of the Chemical Feed building
· 1st Issue property Tax bill will be mailed by June 9th
· Received letter from DES informing us of improvement in the water quality test for lead based on the May testing.
RP moved and JN 2nd to enter non-public session per RSA 91-A:3, II(c) to review Buffington Fund applications and to discuss personnel matters taking Guy. Scaife with them. So voted by roll call.
Meeting recessed until Friday 12:00 PM.
Meeting was resumed at 12:15 PM Friday, June 9th. With the following attendees: Selectmen Regan Pride, Jerry Hite, John Northrop and Town Administrator Guy Scaife.
Public session resumed.
JN moved to seal the minutes of the non-public session and JH 2nd. So voted all.
