Selectmen’s Meeting Minutes

Selectmen Present: R. Pride, J. Hite, and J. Northrop
Town Administrator: G. Scaife
Bills, minutes, and manifest approved for the week.
Public Input - None.
Harvey Paquin presented the Recycling Department Report
· Proposal for site work due this week from contractor
· HP will be investigating cost for a replacement glass breaker machine. Will probably recommend upgrading to a glass grinder.
· HP to investigate cost of trash barrels for recycling materials to be located at a few locations in town. Primary coverage would be at recreational areas and the downtown area.
Guy Scaife presented the Town Administrator weekly report:
· Discussed the“ Memorandum of Understanding” regarding area Health Emergency responsibilities at the local, regional, and state level. GS to send signed copy to Nicole LaPointe.
· Reviewed survey map of Moore Street town lot.
· Police Department is receiving a NH Fish and Game Department grant of $3,375 to pay for 75 hours to patrol of Off Highway Wheeled Vehicle activity on the Lisbon portion of the State of NH trail system.
· Barbara Menchin began today as the new Bookkeeper and Office Administrator.
· Gravel Pit inspections continue. A representative from DOR will be in the office tomorrow to discuss.
· Discuss the two proposals to replace 16 windows in the administrative area of Town Hall. JN motioned and JH 2nd to accept the proposal from Whitney’s to install 16 replacement windows. The replacement windows are a “Signature” style vinyl insulated double hung window manufactured by Harvey Industries.
· Reviewed proposal from Cartographic Associates Inc. to upgrade the software packages associates with the Cartographic Query Package and the Arc View software. GS to pursue firm contract proposal and contact references. JH motioned and JN 2nd to approve expenditures up to $5500 for this upgrade to include installation and onsite training. Final review planned for next BOS meeting.

· Report Wednesday evening from the Neilson family regarding water quality. KC flushed hydrant that evening. GS and Jim Cyrs visited site Saturday morning to inspect site and check filter. Water was clear, no problems found. Homeowner will contact GS if conditions change. KC will monitor water quality by flushing hydrant at end of service line weekly for next couple of weeks.
· North County Council has ask for a Lisbon representative to attend a Planning Board session this Thursday at 5:30 PM. GS to contact Randy Locke to request he attend the meeting.
· The Tri Town Development Committee has asked each Town to assign two representatives to serve on the Towns behalf. JN motioned and RP 2nd the assigning of Jerry Hite and Regan Pride to serve as representatives of Lisbon. So voted all.
· Chamber of Commerce has requested the use of the Town sound system for the Lilac Festival and the use of latex paint for numbering the vendor booths. Both request granted.
RP moved and JN 2nd to enter non-public session per RSA 91-A:3, II(c) to review Buffington Fund applications taking Guy. Scaife with them. So voted by roll call.
Resumed public session.
JN moved to seal the minutes of the non-public session and JH 2nd. So voted all.
JN moved to adjourn and JH 2nd at 8:55 PM. So voted all.
Note: No meeting next week due to the Memorial Day Holiday on Monday June 29th.
