Selectmen’s Meeting Minutes

Selectmen Present: R. Pride, J. Hite, and J. Northrop
Town Administrator: G. Scaife
Bills, minutes, and manifest approved for the week.
Public Input -
Garrett and Lisa Blake from Landaff inquired in to the possibility of parking their mobile kitchen on a town lot or privately owned lot for the purposes of selling breakfast and lunch. The use of town property is not allowed, however the Blake’s can approach local businesses. To our knowledge, there is no ordinances restricting this type of service, however Guy Scaife will review the regulations, and will notify then of any town restrictions. Regular State business licenses are required.
Jeff Gould reviewed with the BOS his interest in purchasing a building at the corner of Main and School Street fore the purpose of opening a coffee shop. Considerable investment will be required and he ask the Board to consider some mutually beneficial proposal that would result in a benefit to the town and a deferral of property taxes for his new business while he was getting started (2 or 3 years). The BOS will review the matter and follow up with him.
Chief Tavernier presented the Monthly Police Department Report.
· Officer Pinson has completed 4 weeks of his training, all is going well.
· One officer on vacation last week; shifts were covered primarily with OT
· Very busy week with office calls and disturbances.
· Preparation underway for staff coverage for the Lilac Festival
· In the process of transferring the equipment from the old cruiser to the new cruiser
RP moved and JN 2nd to enter non-public session per RSA 91-A:3, II(c) to discuss personnel issues taking G. Scaife and Chief Tavernier with them. So voted by roll call.
Resumed public session.
JN moved to seal the minutes of the non-public session and JH 2nd. So voted all.
Kevin Clements reviewed the following items:
· Update on candidates for Highway Department position. RP ask that an interview by the board be scheduled for his top candidate.
· Reviewed letter from DES regarding upkeep of Pearl Lake Dam spill way. Brush needs to be cut annually and small cracks to be repaired during low water time.

· Reviewed work done in early spring on R44 Lot 8 on Gilman Hill Road to solve a drainage problem. Kevin will follow up to insure no change since last at site.
Guy Scaife presented the Town Administrator weekly report:
· The Fire Department tanker truck will have replacement cost insurance coverage.
· Building Inspector has generated a list of all outstanding items he is working on. The list will be prioritized this week.
· Gravel Pit inspections will begin this week
· A surveyor will flag the west boundary of the Railroad Depot lot this week so that site work can begin.
· Hydrant flushing was completed last week. Approximately 487,500 gallons were used. This is considerably less than in the past resulting in less cost to the town.
· Contractor was in last week to measure for a quote to install new energy efficient windows in the administrative offices of Town Hall.
· Reviewed plans for the selling of Town property. Notices to go out in mid May with bid opening 2nd Monday in June.
· Actual expenses as compared to the budget is on target with the exception of “General Assistance” which is running over budget.
JN moved to adjourn and JH 2nd at 8:46 PM. So voted all.
