Selectmen’s Meeting Minutes
April 17, 2006



7 PM Meeting Opened

Selectmen Present: R. Pride, J. Hite, and J. Northrop
Town Administrator: G. Scaife

Bills, minutes, and manifest approved for the week.

Public Input  - None.

Harvey Paquin - Recycling Department monthly report:

·       Business as usual this past month.
·       Presented the Exhibit A of the Master Contract between NCES and Pemi-Baker Solid Waste District. This document pertains to the member towns of the Pemi-Baker District. It extends the rights of the master contract to each participating town.  GS and HP to review and present recommendation at next BOS meeting.
·       Plans to replace the roof on the paint shed are scheduled for June.
·       Waiting on proposal from contractor to improve the site area adjacent to the compactor area where the forklift pulls in and out.

Opening of Paving Bids - Bids were opened and reviewed from the following two companies:
·       Pike Industries of Waterford, VT – (representative present for opening)
·       BLAKTOP, INC of West Lebanon, NH
Bids are being forwarded to the Highway Superintendent for review and a recommendation to be decided on at next week’s meeting.

Opening of Bids to Purchase Backhoe and Front End Loader – Five bids were received. Kevin Clement will be notifying the highest bidders of their award and requesting a certified check for the bid amount.
Guy Scaife presented the Town Administrator weekly report:

·       Met with Ken Hudson regarding carpentry work at Recycling Center and Town Hall. Ken plans to replace the roof on the paint shed in early June. He will provide a proposal on the other items requested.
·       The Highway Department has been doing site work at the Railroad Station. Area adjacent to tracks has been cleaned off (looks great). Drainage area on east side of building to be worked on next.
·       Received 3 bids for the replacement of the Hydro Blvd. Sewer Pump. Plan to go with lowest bid, pending clarification on response time and warranty.
·       The Main Street Challenge Grant was submitted last week.  May 17th is the target decision time frame.
·       Hydrant flushing will begin next week.
·       LGC – HealthTrust representatives visited today to brief Donna and I on the additional services they offer. GS will review training opportunities with Department Heads.

·       Building Inspector continues to work with Four Seasons on outstanding issues regarding the new building.
·       The overhead door to the Fire Department was fixed last week.
·       Discussed administrative backup roles in the office.
·       Reviewed items the Building Inspector is focused on.
·       Gravel Pit inspections will be scheduled by the Building Inspector.

JN moved to adjourn and JH 2nd at 8:30 PM.  So voted all.
