Selectmen’s Meeting Minutes
April 10, 2006



7 PM Meeting Opened

Selectmen Present: R. Pride, J. Hite, and J. Northrop
Town Administrator: G. Scaife

Bills, minutes, and manifest approved for the week.

Public Input  - None.

Kevin Clement Public Works Department monthly report:

·       Began grading roads today; one road is still closed due to excessive mud
·       Road sweeping will begin this week
·       Hydrant flushing will  begin the last week in April and will take approximately one week
·       April 17th is the scheduled date to open Paving bids and bids on the sale of the old backhoe and front end loader
·       The States requires the Town to have a certified person perform the semi-annual and annual test of water backflow devices. The alternatives are to outsource this work or to have a Town employee attend a 4-day certification class. Kevin is investigating class availability and location.
·       Continue to pursue qualified candidates for the open Highway Dept. position.

GP brought in photos to show the board of a 1981 Ladder truck that may be available at a very low price. Our current ladder truck is a 1954 model.  GP will investigate further and report back.

Guy Scaife presented the Town Administrator weekly report:

·       Quarterly water usage reviewed. 1st quarter 2006 compared to 1st quarter 2005 is significantly lower. Will continue to monitor.
·       Continue to monitor the impact of the Chemical Feed process to the municipal water
·       Update on the efforts on Pearl Lake Road to improve the water quality at the end of the service area.
·       Discussed possible ways to improve traffic flow at the school. Will investigate making Highland Ave a one-way street.
·       Reviewed the increasing clerical component associated with the Planning Board and Zoning Board.  GS to pursue a better allocation of administrative time.
·       The Main Street Challenge Grant is being submitted this week.  The opportunity is for a $50,000.00 grant to assist with the cost of Phase 3 of the Railroad Station Renovation project.
·       The Grafton County Economic Committee plans has ask to hold their June 28th monthly meeting in Lisbon.

RP moved and JN 2nd to enter non-public session per RSA 91-A:3, II(c) to discuss Buffington Fund requests, taking G. Scaife with them. So voted by roll call.

Resumed public session.

JN moved to seal the minutes of the non-public session and JH 2nd.  So voted all.

JN moved to adjourn and JH 2nd at 8:25 PM.  So voted all.
