Selectmen’s Meeting Minutes
February 20, 2006

7 PM Meeting Opened

Selectmen Present: R. Pride, J. Hite, and J. Northrop
Town Administrator: Guy Scaife

Bills, minutes, and manifest approved for the week.

Public Input – Dalia Kazenas, resident at 195 Savageville Street, was present to discuss concerns with her Water and Sewer bill. She felt that the daily usage was not right for a family of five. Based on usage by their own families, the BOS felt the usage was in line.  The flow meter was recently checked and it was working properly. Mrs. Kazenas indicated she had not received bills in the past and questioned if her recent payment (2/25/06) was a duplication. G. Scaife committed to investigate and call her with an update tomorrow, Tuesday 2/21/06.

Bill Callender reviewed with the BOS a “Lisbon Area Historical Society Resource Survey” that the society was planning to distribute to residents of Lisbon, Lyman, and Landaff.  There was general discussion about the survey with the BOS agreeing that it was a good idea to get community input via the survey.

Harry Paquin presented the Recycling Monthly Report:
·       Normal activity during the past month.
·       Recent storm resulted in wind damage to the roof on the old part of the recycling building. The roof is leaking in two places. HP will have a contractor inspect the roof to determine what action should be taken.
·       Formal training is required for at least one person regarding the proper use of a fire extinguisher. HP to check with members of the Fire Department to determine if they are qualified to conduct a class.

Guy Scaife presented the Town Administrator report:
·       Single Audit conducted last week by auditors focused on Federal grants for the Riverfront Housing project. Preliminary feedback is good.
·       Presented photo to be used for front of Annual Town Report. All other information has been sent to the publisher.
·       Letters were sent Friday 2/17 to all municipal water users informing them of the “Notice of Violation” from DES regarding water testing.  Formal notification has been sent to DES.
·       Each time the Fire Department cranks its vehicles that are garaged below the Town Hall offices, the exhaust fumes are severe, creating a potential safety hazard. GS to pursue cost to get fumes exhausted from the building and to purchase a CO2 monitor for the office.
·       Received letter from Arnold Lockwood regarding problem with sewer line that lies beneath his drive way.  GS will communicate to Mr. Lockwood that the Town will resolve the problem during the summer months. He will be notified of a specific time later in the year.
·       Evaluating property assessor proposals from two companies.

·       G. Scaife to attend RR Station Rehabilitation project meeting Thursday evening, 2/23.
·       Working with K. Clement to resolve drainage problem at Bill Landoc’s home on Highland Ave.
·       Reviewed letter from NH DES regarding Ground Water monitoring report. GS to work with Emery and Garrett to resolve issue regarding the requirement for an additional well test site to replace the abandoned RD-6 site.
·       Riverfront Housing Fund has remaining $40.05.  BOS agreed to close these funds with the remaining balance going to the General Fund.
·       GS to work with the residents of 144 Atwood Street to clean up the trash in the front, back, and side yard and to get the dumpster removed from the premises.

JH moved to adjourn and JN 2nd at 8:45 PM.  So voted all.
