Selectmen’s Meeting Minutes
February 13, 2006

7 PM Meeting Opened

Selectmen Present: R. Pride, J. Hite, and J. Northrop
Town Administrator: Guy Scaife

Bills, minutes, and manifest approved for the week.

Public Input – None

Barry Liveston, Chairman of the Planning Board gave an update on Planning Board activity.  Concern was expressed regarding sufficient time to analyze the Powers subdivision application due to delays in receiving some of the information requested after the initial application was presented. JH made a motion to extend the 90-day decision period for processing the Powers application for an additional 90 days to give sufficient time to evaluate all information. The motion was 2nd by JN, all approved.


Chief Tavernier presented the monthly Police Department Report:
·       Officer Pinson’s is progressing extremely well. He relates well with people. Over the next couple of weeks, Officer Pinson will assist with processing “bad check” arrest warrants.
·       Requested move to non-public session. JH moved and RP 2nd to enter non-public session per RSA 91-A:3, II(c) to discuss personnel issues taking J. Tavernier and G. Scaife with them. So voted by roll call.

Resumed public session.

JH moved to seal the minutes of the non-public session and JN 2nd.  So voted all.


Guy Scaife presented the Town Administrator report:
·       Estimated $600 cost to obtain an asbestos certification for the Parts Town building. GS is working with contractor to complete the process.
·       GS will engage a surveyor to survey Town property lot #35 on Moore Street so that the property value can be established.
·       Reviewed open items to be resolved this week for the publishing of the Annual Town Report. Final information to be sent to publisher by Friday 2/17.
·       Request by Stan Borkowski to be reimbursed for mileage associated with his duties of Building Inspector and Health Officer. JN motioned to pay Stan’s business related mileage, JH 2nd, all approved.
·       Reviewed list of appointed board member positions.  These candidates will be contacted to determine their interesting in continuing to serve.
·       Letters will be sent on Friday 2/17 to all municipal water users informing them of the “Notice of Violation “ from DES regarding water testing.
·       Warrant Article to be added to the Warrant document requesting town approval for Selectman to sale three pieces of Town property.

·       G. Scaife and Chief Tavernier attend the monthly planning meeting of the (HEPT) Health Emergency Planning Team in Littleton on 2/8/06.  Littleton, Haverhill, and Lincoln have been identified as (POD’S) points of dispensing if the need arises for a mass vaccination. Lisbon residents would go to the Littleton site.  No physical sites have been chosen.
·       Reviewed Reserve Fund end of year balances. Will close the Backhoe Reserve fund once a replacement backhoe is purchased and will close the Revaluation Reserve Fund. Any remaining money in these funds will go back in to the General Fund.
·       The MS-6 Financial document for 2006 has been completed. Jamie Dow of the Dept of Revenue was very helpful is resolving several questions.


JN moved and JH 2nd to enter non-public session per RSA 91-A:3, II(c) to discuss Buffington Fund request, taking G. Scaife with them. So voted by roll call.

Resumed public session.

JH moved to seal the minutes of the non-public session and JN 2nd.  So voted all.


JH moved to adjourn and JN 2nd at 9:35 PM.  So voted all.
