Selectmen’s Meeting Minutes
January 23, 2006

Selectmen Present: R. Pride, J. Hite, J. Northrop

Bills, minutes, and manifest approved for the week.
Public Input – None
Harvey Paquin presented the monthly Recycling Report:
· Discussed concern regarding extended commercial power outage. On a heavy day a safety issue could arise if the bins fill up and they have no way of processing the inbound material. JH made a motion, 2nd by JN, to close the center if a lengthy power outage occurred that resulted in a possible safety issue. Town Hall should be notified and the center re-opened as soon as power was restored. Motion passed with all in favor.
· HP indicated the Town might see additional reduction of tipping fees due to favorable future long-term contracts that are currently being discussed.
JH moved and RP 2nd to enter non-public session per RSA 91-A:3, II(c) to discuss personnel issues taking G. Scaife and H. Paquin with them. So voted by roll call.
Resumed public session.
Guy Scaife gave the Town Administrator report:
· Water budget is being increased by $18,500 due to cost of sodium bicarbonate for the chemical feed operations. This is an estimate for the annual use.
· State recommends reducing mileage rate from 48.5 cents per mile to 44.5 cents. JH moved and JN 2nd to adopt the rate of 44.5 cents per mile. All approved.
· Reviewed a letter received 1/20/06 from Karl and Carol Herzig regarding a drainage issued on their property due to a culvert being blocked. GS and KC visited the site on 1/23/06 and will be contacting the customer to propose a short- term solution for now and a long-term solution to implement in the spring.
· Reviewed critical dates leading up to the 3/14/06 Town Meeting. 2/6/06 was set for the Town budget review meeting at Town Hall. Notices to be sent out ASAP. This date will allow sufficient time to have a 2nd meeting if needed.
· Annual Financial audit begins Monday, 1/30/06.
· GS reviewed portable generator proposal made by KC. GS to investigate the possible interest by the school in having access to the generator in the event of a power outage and their willingness to assist in the cost.

· Building insurance has been added for the chemical feed building and the tomb and storage shed at Grove Hill cemetery.
· Jody Gagnon is the new EMS Director, formally called Life Squad.
· GS is working with the LGC to determine the correct property tax exemptions available to certain types of Veterans.
· GS to draft the warrant articles and the capital purchase plan for the 2006 budget.
· GS to determine value of 3 parcels of Town property that may be sold in 2006.
· GS to obtain an estimate to demolish and remove the old “Partstown” building.
JN moved and RP 2nd to enter non-public session per RSA 91-A:3, II(c) to discuss Buffington Fund request, taking G. Scaife with them. So voted by roll call

JN moved to adjourn and JH 2nd at 9:45 PM. So voted all.
