Selectmen’s Meeting Minutes
January 3, 2006


7:00 pm Meeting Opened

Selectmen Present: R. Pride, J. Hite, J. Northrop
Town Administrator:  Guy Scaife

Bills and manifest approved for the week.

No Pubic input.

Kevin Clement presented his monthly Public Works Department report.
1.      Discussed field trip to the Hersey home and Neilson home to review quality of water issues and potential corrective action to be taken in the spring.
2.      Plan to begin recruiting effort early February for candidates to fill the position being vacated by Lester; hopes to have candidate on board by 4/2/06.
3.      Plan to remove brush pile on Gilman Hill Road as soon as weather permits.
4.      Expressed concern regarding impact to winter road clearing capabilities once the planned 14-lot subdivision was in place, assuming the town would eventually take over maintenance responsibility for new access road.
5.      Plan to submit a warrant article in 2006 budget for paving to seek town approval for specific funding of projects. The State Highway grant funding appears to be reduced by 15% ($12,000) in 2006, which is a direct reduction in planned paving funds. Kevin will identify the highest priority projects. In 2005 approximately $66,000 was dedicated to paving, however, significantly less was accomplished than what Kevin feels should be done each year.  
6.      Behind Joe Stern’s property is an area that has a water runoff drainage problem. Currently no funds are available to solve this issue. At a minimum, a larger culvert needs to be installed. Kevin asked for guidance on budgeting this issue in 2006. BOS asked Kevin to develop a multi-step plan with estimated expenditures. The first step of the plan should resolve a significant portion of the problem.  This project will probably have to be phased over several years due to the significant cost involved.
7.      No update from attorney on the ownership status of Moore Street.

Guy Scaife gave the Town Administrator report.
1.      Final expenditures for 2005 budget will be available next Monday. Preliminary views shows a small under run on the combined Town Budget, with some departments slightly over and others slightly under.
2.      The development of the 2006 budget is in process, final version to be presented to BOS NLT 1/31/06.
3.      Kim Gagnon and Guy Scaife will be trained on updating and managing the Town Web site, so that meeting notices, minutes, calendars, etc. can be maintained and available to the public.

4.      Received request from “Center for New Beginning”, a non-profit organization, asking for funding assistance.  GS to investigate services rendered to town residents.
5.      Tax calculations and associated refunds are being processed for property owners that initiated abatement/BTLA hearings that resulted in reduced property valuations.

JH moved and JN 2nd to enter non-public session per RSA 91-A:3, II(c) to discuss two Buffington applications, taking G. Scaife with them.  So voted all by roll call.

JH moved and JN 2nd to seal the minutes of the non-public session.  So voted all

Budget update for 2005 and 2006 planned for next week’s meeting.

JH moved to adjourn and JN 2nd at 9:20 pm.  So voted all.
