Selectmen’s Meeting Minutes
May 16,2005

7:00 pm. Selectmen Present: R. Pride, J. Hite, J. Northrop.
Clerk: W. Johnson (arrived at 7:30 from ZBA meeting)

Checks and manifest for the week were approved.

Minutes from May 9, 2005 meeting were approved.

7:10. Chief Tavernier addressed the Board with his report on the activities of the police department including: Officer Garvin has passed his agility re-certification, Sgt. McKinley back from his vacation, two candidates are being interviewed for the vacant patrolman’s position and both have potential, Chief met with Vermont law enforcement officials regarding Ken Hanson who was released last week (they believe he will not be living in Vermont after all), working with several businesses on bad checks, preparing for Lilac weekend, Chief requested permission to tow vehicles after they have received a second parking ticket that has not been paid and Board agrees, working on training for OHRV patrol program. Chief left the meeting at 7:20 pm.

Bill Presby addressed the Board regarding his property tax assessments for the gravel pits owned by the Presby Trust. He believes he is being taxed unfairly compared to other pits owned by Clint Clough, Wallie Berry and Amos Locke. Board will have the Town assessors review the properties in question and get back to him. Mr. Presby also noted the Town has a water line on his property located off Cheney Road and there is no easement for this line. Mr. Presby believe it would be fair to not charge him taxes on the property for the right to continue the water line over his property. Board will look into this matter as well. Mr. Presby left the meeting at 7:40 pm.

WJ noted the Presby Trust properties were under review already due to an abatement application that was filed for the 2004 taxes. Board agreed to send Mr. Presby a letter noting the properties will be reviewed under the abatement process.

WJ reported little progress on the chemical feed building project as the contractor is working on another job for the next two weeks.

WJ reported General Fund cash flow is very low this week due to a payment to the tax collector for uncollected property taxes. The payment check will be delivered to the Tax Collector and deposited back into the general fund account the same day correcting the cash flow for the week. Tax bills are scheduled to be out by June 1.

WJ reported the train station project is set to begin June.

Board reviewed and discussed the Town’s investment policy for the treasurer and trustees. JH moved and JN 2nd to adopt the policy as written through March town meeting 2006. So voted all.

An elderly exemption application was reviewed and approved.

JH moved and JN 2nd to move to non-public session per RSA 91 –A:3II © with W. Johnson to review a Buffington Fund application. So voted all.

JH moved and JN 2nd to seal the minutes of the non-public session. So voted all.

Board instructed WJ to contact Banknorth Investment Division for cash for the Buffington Fund account.
