Meeting Minutes of April 25, 05 were approved.
7:15 pm. K. Clement, DPW supervisor, addressed the Board regarding a number of issues pertaining to his department. KC recommended awarding the paving work to Blaktop Inc. in the amount of $45,500 for a portion of Cole Plain Road. Budget limitation prohibits the entire length of the gravel portion of the road from being done this year. JH moved and JN 2nd to hire Blaktop Inc. to pave as much of Cole Plain Road as available budget funding will allow. So voted all. KC requested approval to spend $10,500 to crush the balance of the used blacktop pile located adjacent to the recycling center to be used for top material for several gravel roads and $2500 for shimming certain sections of Pearl Lake Road. JH moved and JN 2nd to approve both requests. So voted all. KC reported only one bid was received to
provide gravel from Wm. Presby and no bids were received to provide winter sand. KC stated he has spoken with Presby Construction to provide sand from the pit behind the DPW garage at a price of $5.75/yrd at the site. 300 yards will be required; this will exceed the budgeted amount for this item as the price has increased significantly over last year. JH moved and JN 2nd to accept the bids for the gravel and the price for the winter sand as discussed. So voted all. KC reported Brian Livingston, recycling center attendant has given his notice creating a vacancy in that department effective in two weeks. WJ suggested the position be posted for current staff first and begin a pubic search. An employee placement agency will also be contacted for temporary help if needed. Bids were opened for the sale of the sidewalk tractor and accessories. The high bidder was Steve Simpson of Vermont at $7,777.00. JH moved and JN 2nd to accept Mr. Simpson’s bid for
$7,777.00. So voted all. KC will contact Simpson to make arrangements to pick up the tractor and make payment in cash or bank check only. KC reported on the water system backflow prevention program and the meter replacement/repair program. Aldis will be working on both programs as time allows. The high hazard water customers require a survey that is being done with a representative from NE Rural Water and is very time consuming. KC noted additional work is needed at the Lions ski tow this summer, as drainage problems with the site will require a new catch basin and some piping. KC is willing to donate his personal time on weekends with the use of Town equipment to help on the project but requests the Board not offer the services of his department as no time is available this summer for the work. Board agreed the use of the equipment is fine after hours or on weekends. KC noted a property owner from Northey Road above the Trelfa property is interested in building on the class VI

road and would like to know if Town specifications could be modified to build a lesser road due to the condition of the existing Class V portion of the road. After discussion, it was agreed that the required standard specifications would be required as to lessen the specs would set a precedent for similar future requests. KC completed his report and left the meeting at 8:25 pm.
WJ reported the water system chemical feed project is going fine.
WJ reported he met with Ward D’Elia of Samyn and D’Elia Architects of Ashland and they have agreed to a price of $15,000 plus expenses for the new fire station needs assessment study. A written agreement will be forth coming next week and work will begin in late May with the committee.
Painting bids for a portion of the Town Hall were opened. Five bids were received on the project. The apparent low bidder is Firstline Painting of Woodsville in the amount of $7500 for the Water St. and the Heath side of the building. WJ will contact and review project and references and report back to the Board next week. This amount is higher than the amount budgeted for the project so only one side may be done this year.
WJ reported he would be attending the NH Government Financing Officials Association conference in N. Conway on Thursday and Friday of this week.
