Bills and manifest for the week were approved.
Chief Tavernier in to report on the activities of the police department for the month. Chief requested a non-public session to discuss on-going criminal investigations. JH moved and JN 2nd to move to non-public session per RSA 91A-3II © to include Chief Tavernier and W. Johnson. So voted all.
RESUMED PUBLIC SESSION
Chief T. reported he is continuing to take classes relative to his position with the Town and Sergeant McKinley and Officer Garvin will also be taking training classes during the balance of the year. Towing problems with Marvin Webster have been resolved for now, Marvin will continue to tow for emergencies and Stockley Trucking will be used for abandoned cars as they have the ability to dispose of the vehicles if unclaimed. The Boy Scoot Troop sponsored by the LPD ising very well with several members. Staffing for Lilac weekend is being scheduled during the month of April. Applications from three individuals have been received for the vacant patrolman’s position. If any of the three applicants are selected they would have to attend the police academy starting on August 5, 05. JH informed the Chief a motorcycle
ride-in would be held on Monday, May 30, 05 starting from the Community Field to benefit the Cancer Society Relay for Life in memory of Greg Finnerty. Some PD assistance would be required. Chief left the meeting at 7:30 pm.
Two applications for Veterans tax credits were reviewed and approved.
WJ reported he has investigated the restrictions on the conservation property the Town owns on Pearl Lake Road and it was accepted at a town meeting with the condition it stays in its “natural state”. WJ suggested the Board consider granting the Stump Jumper snowmobile club permission to maintain the existing trail with minimal impact to the property keeping the brush clearing to a maximum of 2’ either side of the existing trail. JH moved and JN 2nd to approve as recommended by WJ. So voted all.
WJ noted as a result of a recent fair hearing there is a need to clarify the Lisbon Welfare Guidelines regarding the amount of assistance the Town will provide for food based on the household size. The Guidelines currently reference the Federal Food Stamp

Program maximum amounts but are not specific as to weather Lisbon would use the maximum food allowance amounts. WJ also noted it is necessary to consider increasing the current Guideline rental allowances to reflect current market conditions. After discussion JH moved and JN 2nd to revise the Lisbon Welfare Guidelines by adopting the formula that 90% of the Federal Food Stamp food allowances based on the number of household members will be the amount used for assisting qualified Lisbon applicants and to revise the allowable rent amounts as proposed by WJ. So voted all.
A proposal from Plodzik and Sanderson PA, the auditing firm that has conducted the annual Town audit for the past several years, was reviewed along with the invoice for the 2004 year-end audit. A concern for the amount of the proposed increase and the amount of the 04 audit prompted the Board to consider requesting bids from other qualified firms and to invite Steve Plodzik to met with the Board to discuss both items. WJ will contact Mr. Plodzik when he returns from vacation on 4/18 to discuss the matters.
WJ reported construction has begun on the water system chemical feed project. A change in design was required after the 12” main line from the wellhead was uncovered. This change will result in a change order for additional work and materials from the contractor. The amount of the change order is unknown as this time. The change should not delay the project.
WJ reported the contract for phase 1 of the train station restoration is scheduled to be signed with Lawton Company on Friday, April 15, 05. The matter of the required Davis – Bacon wages compliance is still being reviewed by the contractor to see if it will change the bid amounts for the project.
An application for a barn preservation easement on the Nightingale property on Lyman Road and Bishop Road Extension was approved. The barn property tax assessment will remain at 75% of the current assessment for as long as the easement is on the property and the owners comply with the easement conditions.
