Selectmen’s Meeting Minutes
April 4, 2005

Bills and manifest approved for the week.

Minutes of the March 28, 2005 meeting approved.

Board reviewed and approved Tri-town Development effort land purchase agreement.

Reviewed and approved the 2004 DRA MS-5

7:15. Kevin Clement, public works supervisor, addressed the Board with a report of the public works activity over the past several weeks and the department’s proposed work plan for the spring. Work over the next few weeks will be repairs to roads from damage caused by the recent rain, flooding and mud season in general. Several culverts froze this winter due to the lack of early snow and caused more problems than usual. The cab and chassie for the new highway 1-ton truck should arrive in mid May. KC expressed continued concern for the use of a portion of Breezey Hill Road and Georgeville Road for snowmobiles; should address the matter now giving the snowmobile club enough time to pursue alternative routes. Other projects to be addressed this spring and summer include: repair/replace a drain line on the Lockwood property on West Street, paving Cole Plain Road, a portion of Walker Hill Road and some repairs to Peterson Hill Road. KC reported on a meeting with the new owner of the former Liveston property on Armstrong Av. the owner wants culvert size increased to prevent flooding in his yard, KC believes the existing culvert is adequate to handle most storms if it is kept clear of debris and to increase the size would cost major dollars in construction costs. KC noted in response to a recent letter regarding a catch basin on Woolsen Road needing repair, the structure is ok but is affected by the frost. Will address the matter with other CB repairs this summer. The repair of several water leaks has resulted in the reduction of the electric use at the pump house saving users dollars. KC also expressed his opinion that the Board should consider including a new public works facility along with the new fire station all in one location.  KC left the meeting at 7:55 pm.

WJ reported the new fire station committee is moving forward with negotiations with an architect to work on the committee’s building needs study.

WJ reported the railroad station construction contract with Lawton Company is scheduled for signing on 4/11/05.

Board considered the request from the Stump Jumpers snowmobile club to do repairs to the class VI portion of the Oregon Road. JH moved and RP 2nd to grant permission for the repairs at the expense of the snowmobile club. So voted all.

WJ reported the contract signing for the chemical feed project with J&M Donahue Construction is scheduled for Friday, April 8, 2005 at 9:00 am. Construction on the project will begin next week.

JH moved and RP 2nd to move to non-public session per RSA 91-A:3 II © to review applications to the Buffington Fund.

RESUMED PUBLIC SESSION

WJ presented each Board member a copy of the 2004 year end audit from Plodzik and Sanderson.
