Selectmen’s Meeting Minutes
March 14, 2005

Selectmen Present: R. Pride, J. Northrop. Absent: J. Hite

R. Pride suggested the Board postpone organizing for the year until the full Board is present. J. Northrop agreed, no action would be taken on electing a Chairman or the other responsibilities of the Board for the new year until all members are present.

WJ reported on a problem with the heating system for the town hall. The heat was off several times over the weekend.  H. Andross worked on the boilers today and both are now working.

WJ suggested the Board consider making an offer to H.O. Taylor Chevrolet for a portion of the former Lisbon Chevrolet vacant lot for the new fire station. An offer, subject to town meeting approval, may be appropriate at this time to indicate the Town’s serious interest in the property. After discussion, JN moved and RP 2nd to have WJ draft a purchase proposal for the Board to review. So voted all.

Chair Pride noted the agenda called for public input on the new cable TV franchise agreement with Adelphia Cable Company. There was no public in attendance to provide input. JN moved and RP 2nd to approve the new cable TV franchise agreement including a 1% franchise fee payable to the town for the cost of using Channel 2 for public and educational information and programs. So voted all.

Roger Robar joined the meeting to voice his support for the acceptance of the proposal from The Lawton Company as the low bidder for the first phase of the railroad station restoration project as received on March 2, 2005. After discussion, JN moved an RP 2nd to accept the low bid from Lawton Company of Littleton NH. The total proposal, including the base bid price and three alternates, is $175,244.91. Acceptance is subject to approval of NH DOT and USDA Rural Development, two project funds providers. So voted all.

RP noted a discussion on the public works mutual aid program promoted by NHMA should be reviewed again to see if there is a benefit to the town for participating.  WJ noted the area towns appear to work in cooperation on projects now and may not need to be expanded. WJ will research the information previously received on the program for the Board to review.
