Selectmen’s Meeting minutes

January 31, 2005

K. Clement addressed the Board reporting on the monthly activity of the public works department. Most activity involves winter road maintenance work and other indoor maintenance activity. KC presented three proposals from new truck dealers for a new 1-ton highway truck. The proposals received were: Irwin Ford of Laconia $28,025, North Country Ford of Lancaster $29,968 and Gilmore Ford of St. Johnsbury, VT $28,135. No decision on the proposals was made pending specification review by K. Clement and an affirmative vote at the annual meeting. JH suggested the Board consider the use of the highway pickup truck for the fire department replacement of the X-2 truck when it comes time to replace it. All agreed it would be a good use for the vehicle. KC reported the employment probation period for Aldis Wright is now completed and he is recommending Aldis for appointment as permanent full time status. JH moved and JN 2nd to appoint Aldis Wright as a permanent full time employee of the Town. So voted all. KC left the meeting at 7:45 pm.

WJ presented information regarding the modification of the veterans’ property tax credit. Several communities throughout the State are raising the amount from the standard $50. State law now allows for the credit to be raised to a maximum of $500 with the approval of the voters at town meeting. After discussion it was agreed to have a public hearing on February 14, 2005 to discuss raising the veteran’s credit from $50/yr to $200/yr. It was also agreed to have a public hearing on February 14, 2005 to discuss modifying the income and net asset limits for the elderly property tax exemption as discussed at last year’s town meeting. WJ will schedule and notice the hearings.

JH reported on the recent new fire station committee meeting held on 1/27/05. Good progress was made at the meeting towards selecting an architect to work with the needs assessment committee and completing a vision and purpose statement for the committee. The next meeting is scheduled for 2/10/05 at 6:30 pm at the fire station meeting room.

WJ reported he has received approval by both NH DOT and Rural Development to put phase one of the railroad station restoration project out to bid. WJ also reported the Town has received official notification that an additional $50,000 in TE grant funds have been approved for the project. The project will go to bid in early February.

WJ proposed some changes to the town report for 2005 including eliminating the vendor detail history that takes approximately seven pages of the report. JH suggested we eliminate the detail in the report but have the information on hand for taxpayers to review if they like. WJ also suggested all agency and other reports be limited to one page each. The cost of printing the annual report continues to increase and these measures may help to save some dollars. RP suggested a picture of the railroad station would be appropriate for the cover of the report this year. WJ will search for an appropriate picture of the station from back in the late 1800’s.

WJ reported the water quality reports for NH-DES on the bacteria event will be completed this week and the system is back to normal with chlorine treatment continuing on a permanent basis for now.
