Bills and manifest for the week were approved.
Minutes of the November 8, 2004 meeting were approved.
T. Welch of Welch’s Water and Wastewater Services, reported to the Board on the activity of the water and wastewater systems. TW reported ½ the repairs to the sludge pond aeration system had been completed this spring and the other ½ would be replaced next summer. The blower units need to be replaced as the original ones and the replacement ones were not at the proper specification and are therefore wearing out way before their normal life. One motor has already been replaced at the new spec and is operating fine. TW proposed to budget to replace the second blower this year and the third the following year. The Board agreed with that replacement plan. TW reported one more pump in the Bath Road station needs to be rebuilt and the others are running fine. The new grinder pumps in Hydro Blvd. and the one in
Bath Road are working fine and saving a great deal of labor and maintenance costs. TW thanked the Board for the investment made in these pumps. The corrosion control system was discussed and TW emphasized how important the system is in complying with the DES and Federal regulations. Hopefully the new bidding this winter will attract more bidders and a lower project cost. JH noted the Board’s concern about TW’s handling of the water quality problem on the upper end of Pearl Lake Road. TW admitted he should have been involved early on to help solve the problem and would do so if a similar problem arises in the future. TW left the meeting at 8:00 pm.
WJ reported on a meeting he attended with Primex, the Town’s workers comp company, regarding health insurance through Harvard Pilgrim. The program may be an option for the future but at his time there are no primary care provider contracts with Littleton Regional Hospital or any local doctors. Harvard Pilgrim, like Primex, is a non-profit, member owned group, and should be able to provide lower cost.
A proposal from Nyberg and Purvis Associates for the 2005 property assessing work was reviewed and approved. WJ reported an additional contract for the statistical update and any necessary value adjustments for 2005 will be forthcoming in a few days.
JN questioned the status of the Gilleece property on South Main Street and if Ms. Gilleece intended to comply with the project outline she had proposed for completing the property improvements. WJ reported he had not heard from her in a few weeks and did not know her intentions at this time. JN moved and JH 2nd to send Ms. Gilleece a notice to comply with instructions to either comply with her own plan, move the mobile home off the property or be subject to fines not to exceed $100/day per the Lisbon Zoning Ordinance. So voted all. WJ will send the notice on behalf of the Board this week.
WJ reported work continues on securing the final bid documents with the DOT and USDA Rural Development for grant funds for the train station restoration project. Hopefully all documents will be completed by the end of December so bid proposals can be sent out the first week of January.
WJ announced a tour of some of the new rental units on S. Main Street owned by Lisbon Renewal Partnership/AHEAD will be part of the bi-monthly Main Street Inc. meeting on Tuesday, 11/16 at 6:30pm. All are invited to attend.
Board approved the 12/14 date for the annual employee Christmas party at the Clam Shell. A choice of three dinner items will be offered with a maximum price of $17/dinner.
JH moved and JN 2nd to move to non-public session per RSA 91-A: 3II © to discuss a Buffington Fund application. So voted all.
RESUMED PUBLIC SESSION
WJ reported that Kevin Clement has responded to Jimmy Ingerson’s inquiry regarding relocating the stop sign at the corner of Gulf Rd and Pearl Lake Road. The sign is in the proper and legal place and should not be relocated in the interest of public safety.
