Selectmen’s Meeting Minutes

November 1, 2004

7:00 pm Meeting Opened

Selectmen Present: R. Pride, J. Hite, J. Northrop

Clerk: R. Pride and W. Johnson (after 7:30)

Toby Knighton was in to discuss the biddy basketball schedule at the town hall for the winter. Currently the schedule is Monday – Thursday 4:30 to 7:00 pm. The schedule will be flexible to work around other events for the hall including the Upstage Players performances. Toby also inquired about obtaining keys for other coaches to gain access on Saturdays.

R. Pride informed the Board that a set of tires for the bobcat at the recycling center have been donated by Wallie Berry. Wallie no longer uses this size tire as he has purchased a larger machine for himself. RP moved and JH 2nd to send Wallie a thank you note for the donation. So voted all.

K. Clement addressed the Board with his monthly public works department report. Aldis Wright started working for the highway department as of today. Work continues on Cole Plain Road w/ the crushed asphalt being put down as a base and is 90% ready for winter. KC is working on budget numbers, a proposal for replacing the 1 ton and sidewalk tractor, paving proposals for 2005 work and the construction materials cost for the retaining wall on Bergin Terrace at the Kenneth Hudson property. Annual employee evaluations have been completed for all department employees. KC requested a non-public session to discuss a personal matter of concern. JH moved and JN 2nd to move to non-public session per RSA 91-A: 3II©. So voted all.

RESUMED PUBLIC SESSION

KC reported on the continuing efforts to resolve the water quality issues on the end of the Pearl Lake Rd water line. The installation of a hydrant at the end of the line has allowed an increase in flushing volume and improved the quality significantly. Some problems still exist at the former Longchamps home but should improve over time. The new owners of that property will be in seeking assistance in reducing their water bill or help with the cost of their water filters. The Board expressed a willingness to compensate for some of the cost of the bill if the quality is very poor. KC expressed concern that Terry Welch was not available more to assist in resolving the problem. WJ noted TW did meet with the Neilson’s on a Saturday to discuss the matter and proposed some possible solutions. The Board will discuss the matter with TW at their next meeting. KC left the meeting at 7:55 pm.


WJ reported on the new fire station committee meeting held last Thursday. It was agreed to prepare an RFQ to be sent to architects so one may be selected to serve on the committee before the project proceeds too far in the process. The meeting went well over all, however some issues with some of the members will need to be addressed at the next meeting.

Property tax bills are scheduled to be mailed out today, 11/1/04.

A request from Chief Houston to purchase approximately $1800 worth of hose was approved. The funding for the hose is included in the current budget.

WJ reported all arrangements have been made to hold the general elections on Tuesday, 11/2 at the school. Board member J. Hite will be available during the day and R. Pride during the evening to assist at the polls and supervise the counting.

WJ requested a non-public session to discuss a request for a water and sewer tax abatement or deferral. JH moved and RP 2nd to move to non-public session per RSA 91-A: 3II ©. So voted all.

RESUMED PUBLIC SESSION

WJ noted he would be attending the annual NHMA conference in Manchester on Wednesday, Thursday and Friday of this week.
