Selectmen’s Meeting Minutes
October 18, 2004

7:00 pm Meeting Opened

Bills and manifest for the week were approved.

Minutes of the October 11 meeting were approved by all.

H. Paquin addressed the Board with a report on the activity at the transfer station and recycling center. The newest contract from NCES for the disposal and transport of MSW and C & D was reviewed and discussed. JH moved and JN 2nd to approve the revised three-year disposal contract with NCES. So voted all. HP discussed the construction of the shed roof over the compactor. WJ noted he has discussed the project with Mike McKeever, the new tech ed teacher at LRH, and he will be contacting HP to discuss drawing plans, also his class may be interested in building the project if it can be done in the spring. HP reported shipping a large amount of recyclables and working with Stockley’s as a vendor to move the metals, tin, etc. HP left the meeting at 7:45pm.

WJ reported on the new fire station committee. Several individuals have responded positively to the letters sent out for committee members. A meeting of the committee is scheduled for Thursday, October 28, at 6:30 at the department meeting room.

WJ presented information regarding the channel 2 public access channel in Littleton. WJ met with Jason Hoch to discuss the channel 2 operations agreement and recommends the Board hold off on any cable TV franchise fees until a committee could be formed to oversee the operations and use of the channel along with Littleton town and school. It was suggested members of Lisbon Regional School staff and students become involved with the committee as part of the school program. WJ will discuss with Rick Toner at LRS.

JH moved and JN 2nd to move to non-public session per RSA 91-A: 3II © to review applications to the Buffington Fund. So voted all.

RESUMED PUBLIC SESSION

WJ reported Meg Baker of NH DRA would be here on Tuesday afternoon at 1:00 pm to discuss the new tax rate. WJ reported the Town’s fund balance was still well within the recommended guidelines but felt only a minimum amount should be used to reduce taxes this year as approximately $75,000 had already been used to fund capital reserves this year. WJ will advise the Board by e-mail if he recommends using any fund balance to reduce taxes prior to the final rate being approved.
