Selectmen’s Meeting Minutes
October 4, 2004

7:15: K. Clement joined the meeting.

Wallie Berry addressed the Board regarding work he would like to do on his property adjacent to the Catterall Road. WB proposes to lower the grade on the roadside approximately 300-500’ feet from the corner of Route 302 so he can level a portion of his property for raising livestock. As proposed at an earlier meeting this year, WB is willing to provide some of his property to remove the curve from the road in this area. He is also willing to do the work and provide the material except for some culvert that is needed. After much discussion on the matter, it was agreed all available Board members would meet with WB, KC and WJ on Wednesday, October 6 at the project location to review the matter and agree on a plan, if any, of work to be done. WB also requested an explanation regarding the letter sent on gravel pits and the 1:1 slope requirements. WB will be adhering to the Federal Bureau of Mines regulations as they take precedent over the NH State Regulations. JH explained the notice was sent as a reminder to all pit operators and not just his operation. WB stated he has placed several warning signs on his pit properties and kids or four wheelers are constantly destroying them. WB provided a written notice to the Board that he would know longer be able to maintain the municipal parking lot for snow removal as he has taken on several new plow customers. The Board thanked WB for his efforts last winter. WB also provided a written notice of changes in bus routes to assist in organizing this winter’s highway maintenance. KC will be provided with a copy of the letter with the changes. WB left the meeting at 7:40 pm.

K. Clement reported on project plans for the highway department for the month of October. Charlie Hampson has returned to the crew and KC is able to focus some time again on admin issues and scheduling the work crew. KC thanked the Board for their support in bringing Charlie back. The next few weeks will be used to prepare Cole Plain Rd. for paving in the spring including replacing culverts, grading, etc. Todd will be preparing the equipment for winter use. Aldest Wright is scheduled to meet with the Board at 8:00 tonight to discuss working for the highway department as a light equipment operator and truck driver. KC is recommending him for the position based on his knowledge of his experience and his interview. KC requested the Board move to non-public session to discuss a safety concern, JH moved and JN 2nd to move to non-public session per RSA 91 A: 3:II ©. So voted all. Pride, Hite and Northrop

8:00 pm Aldest Wright joined the meeting to discuss the highway position. JH moved and JN 2nd to move to non-public session per RSA 91A: 3I © to discuss hiring Aldes Wright. So voted all. Pride, Hite and Northrop

RESUMED PUBLIC SESSION

Aldest Wright and K. Clement left the meeting at 8: 35 pm

WJ presented a proposed design for the entry roof cover over the police department designed by Architect Jay Barrett. The design matches the existing rooflines and architecture of the building. It was agreed to seek bids for having the roof constructed.

WJ presented a letter he drafted to prospective members of the new fire station committee for the Board’s review and comments. The letter was signed as written and will be sent out this week to the individuals on the list prepared by JH, WJ and Chief Houston.

JN moved and JH 2nd to move to non-public session per RSA 91-A: 3II © to review and discuss two applications to the Buffington Fund. So voted all: Pride, Hite and Northrop.

RESUMED PUBLIC SESSION

WJ reported he would be in Concord on Tuesday for a grant-writing workshop at the local government center.

JH moved and JN 2nd to continue this meeting until Wednesday, October 6, 2004 at noon at the intersection of Catterall Road and Route 302 to meet with Wallie Berry. So voted all.

Wednesday, October 6, 2004 12:00 noon.

Present: R. Pride, J. Hite, J. Northrop, W. Johnson. K. Clement and Wallie Berry. Several issues were discussed about the roadwork proposed by WB. It was agreed, after much discussion, that WB will lower the grade of the property adjacent to the road on the curve, remove the large pine tree remaining next to the road, cut back the bank at road grade to allow for a drainage ditch and snow storage area. WB is prepared to do the work at no expense to the Town. KC will review the ditch construction design with WB prior to constructing the ditch.
