Selectmen’s Meeting Minutes

September 20, 2004

7:00 pm meeting opened

Selectmen Present: R. Pride, J. Hite, J. Northrop
Clerk: W. Johnson, TA (arrived at 7:15)

Minutes of the September 13, 2004 meeting were approved.

Checks and manifest for the week were approved.

No public input

Town Administrator’s Report:

WJ reported on the status of the bids on the water system chemical feed building. Terry Lorber, Engineer is discussing the only bid from Hebert Construction regarding the possibility of lowering the bid amount to meet the approved budget amount of the project. Terry will have a recommendation regarding the project next week. WJ anticipates the bid will be rejected and the project will be bid again this winter.

WJ presented the final drawings for the restoration of the former railroad station prepared by Jay Barrett, Architect. WJ explained some minor changes would be made to the plans to reflect comments from Roger Robar on the project mainly concerning the removal and replacement of the concrete floor in the basement area. The bid proposal for a select list of contractors will be ready for review next Monday and hopefully sent to all funding sources for approval on Tuesday.

WJ clarified that funding for the upgrade to the accounting software was budgeted for in 2004 and approval is being requested for the purchase from BMSI in the amount of $2069.00. JH moved and JN 2nd to approve the purchase.

WJ stated Chief Tavernier has requested advertisements be placed for resumes for patrolman for the department to fill the vacant position. JH moved and JN 2nd to approve the request to place the ads.

WJ presented a pre-buy contract for 4250 gallons of heating fuel for the town hall from Stiles Fuel @ $1.35/gal. This fuel would be used for the months of January and February. All other fuel purchased will be based on our standard margin over wholesale. There is still no clear direction of how the market will go this heating season according to Stiles and we may win or lose with the pre-buy and the margin over wholesale.

WJ reported on a meeting held today by representatives of the NHMA Health Trust for employees regarding managing your own health care. The program discussed how preventative and cost saving measures could save on the cost of insurance premiums. The Health Trust offers employees several benefits for managing their health in a positive manor and changing habits to improve their overall health.

WJ reported two individuals had expressed interest in participating in the new fire station building committee as a result of the recent story in the Littleton Courier. A story will be running next week in the Caledonian also looking for committee members.

Chair Pride discussed a letter addressed to him from Barbara Clough on behalf of Clinton Clough Construction addressing the issues raised by the Board in a letter to the company regarding the expansion of their gravel pit on Oregon Road. The letter responded to the Board’s concerns and suggested a meeting to review the site and clarify the outstanding issues. WJ will review the details of the letter and discuss any areas of concern with Mary Pinkham-Langer, gravel specialist with DRA next week.

J. Northrop reported on concerns expressed at the recent Chamber of Commerce meeting regarding the parking on Main Street and the lack of enforcement recently. It was reported there was good policing going on earlier in the summer and it was much appreciated by the business operators but several cars are now parking all day long on both side on South Main St. where the two-hour parking is clearly posted. He requested the Chief be made aware of the concerns and address the matter of enforcing parking during the day on Main Street.

WJ noted a reminder of the public hearing scheduled for next Monday evening at 7:30 to report on the progress of the housing improvement project sponsored by AHEAD that is funded in part by a CDBG grant received by the Town.
