Bills and manifest for the week were approved.
Minutes of the August 30 and September 7, 2004 meetings were approved.
7:30 pm Chief Tavernier gave his monthly report on the activity of the Lisbon Police Department. Chief reported school opening went well, cooperation with the new school principal Rick Toner has been very good to date, several problems have been occurring with the radio system due to problems with equipment at the antenna site and Chief is working with Ossipee Mountain Electronics to correct the problems. With only three full time staff now working, part time Patrolman Dan Adams has agreed to work two shifts per week one on Sunday and Monday until a new full time officer can be hired. This allows for double coverage on Friday evenings especially on Main Street with kids skateboarding on the sidewalk and in the municipal parking lot and hanging out on Main Street. Chief left the meeting at 7:50 pm.
Town Administrator’s Report:
· Results of the water system chemical feed building bidding was discussed. Only one bid was received from Hebert Construction in the amount of $165,650. Provan and Lorber Engineers will be reviewing the bid proposal to see if it meets all specifications. WJ noted this bid was well over the amount budgeted for the project and may need to go back to town meeting for additional funds. The project will most likely have to be bid again in the spring.
· New fire station project. An article in the Littleton Courier has generated a couple of building committee volunteers so far. David Provan, committee consultant, is recommending some changes in the Selectmen’s charge on the project including extending the schedule out allowing more time for the committee to be formed and work and to hire an architect for the committee to work with as soon as possible. WJ noted there were no specific funds budgeted for an architect and would only be available from other line items in the current FD budget. WJ will discuss the budget matter with Chief Houston.
· WJ reported on some options for purchasing heating fuel for the winter season for the town’s buildings. Stiles Fuel is recommending a pre-buy of fuel for the

months of January and February and a margin over wholesale price for the early and late months of the winter. Other suppliers are being contacted to compare
thoughts and prices on this subject. All suppliers agree they have no idea what will happen with prices this winter and whatever we do will be a gamble.
· Water Project Contract #1. Paving of the base coat on Armstrong Av. will be done on Tuesday and Morrill Construction’s clean up crew will be in the next week or two to work on any other outstanding issues. The finish paving for Armstrong Av. will be laid in the spring after the public works department repairs the sidewalk.
· NCES Solid Waste Contract. No knew information to report.
· The 2004 DRA MS-1 report was reviewed and approved with signatures by all Board members.
