Selectmen’s Meeting Minutes
August 23, 2004

Bills and manifest for the week were approved

A letter from Mike Viani of NCES regarding a new tipping fee and transportation contract for the MSW and C&D disposal was discussed. The proposal is a five-year rate plan with specific per ton increases each year. It was agreed to invite Mr. Viani to a future meeting to discuss the proposal after meeting with Harvey Paquin to get his feedback. WJ will contact Mr. Viani regarding meeting with the Board and have H. Paquin in to next Monday’s meeting.

JH moved and JN 2nd to move to non-public session per RSA 91-A: 3 II© to review an application to the Buffington Fund. So voted all.

RESUMED PUBLIC SESSION

WJ proposed the Board impose a deposit fee for property being borrowed from the town hall. The number of tables and chairs are dwindling and damage seems to be increasing. The deposit program would require the tables and chairs be counted and inspected when returned to be sure they are all returned and not damaged. Donna or I will have to do this. After discussion, it was moved by JH and 2nd by JN to, effective November 1, 2004, no longer allow the tables and/or chairs to be removed from the town hall and to look at replacing the 12 worst tables and purchasing additional chairs over the next two years. The old damages tables would be offered to the Lions Club as they helped to purchase them originally and paid to replace 12 two years ago. So voted all. A notice will be placed in the local paper regarding the new policy in early October.

WJ reported the Earl Wells property at 68 Elliott Rd. that had been abandoned for two years and burnt last week would need to be cleaned up. WJ will attempt to locate the current mortgage holder to see if they had any insurance on the property or if they plan to deal with the matter at all.

WJ reported he met with Jason Hoch, Littleton Town Manager, regarding perambulation of the Littleton/Lisbon town line. Littleton has two summer interns on staff that will be using a GPS unit to locate the two corners and establishing a line of coordinates along the boundary between the two towns. WJ will follow up to confirm the line location as required by State law. Also, WJ discussed the PEG channel consortium with Hoch and plans are to meet on the matter with the other towns in the near future. This will determine if a franchise fee will be imposed to fund the channel activity.

RP reported he had received a call from Robert Watson of West Street regarding someone riding an ATV on West Street and the Community Field. The matter of the Community field is a Lions Club matter and riding on the road a police matter. RP will relay that info to Mr. Watson.
