July 14, 2003

7:10 pm Meeting Opened

Chief Tavernier presented his monthly PD report. Some items included the new cruiser is finally on line for night service this week and the old cruiser is ready for sale. Between six and eight applications have been received for the patrolman position (s). Only one full time and one part time certified applicants. The DWI patrol will be conducted in August, a number of bad checks presented to local businesses are being worked on along with a number of other cases. The Chief raised the issue again of wage adjustments for all positions in the department are necessary to attract certified officers from other towns to come to Lisbon. Chief is again recommending the base hourly wage for a certified patrolman be raised to a minimum of $15.00/hr. This raise will require a $3 to $4/hr raise for the sergeants position and a $2 - $3/hr increase for the Chief’s position. Chief noted it might be possible to attract an area patrolman to Lisbon PD at $15.50/hr and/or possibly an applicant from Derry, NH. Chief noted some towns are offering non-certified officers $15/hr to start. JH stated he would support increasing the wages raises if a department personnel retention plan was developed by the Chief in order to keep officers working in Lisbon.  Chief noted with Officer Adams not taking the full time position he is concerned about burn out of him and Sergeant McKinley having to cover the open shifts. Action must be taken soon to resolve the situation. The Board instructed Chief to determine for sure if the area officer or the Derry applicant would come to Lisbon for $15 to $15.50/hr before next Monday’s meeting. The Board also instructed WJ to prepare a report of the cost and impact of the wage increases on the current and future budgets for next Monday’s meeting. JH moved and RP 2nd to move to non-public session per RSA 91-A: 3II (a) to discuss the status of Officer Adams with the department. So voted all.

RESUMED PUBLIC SESSION AT 8:15 PM

Chief Tavernier left the meeting following the non-public session.

Town Administrator’s Report:

WJ reported on the water project construction contract signing and pre-construction meeting held on 7/11. The Acre Dr. portion of the contract was removed from the project by change order due to the lack of one easement. When the easement is secured the Acre Dr. portion of the project can be change ordered back into the contract.  Pipe construction to begin on 7/28 at the corner of Kelsea Av, and Highland Av. Construction in the area of the school will be completed prior to school starting in September according to the contract. Monthly requisition meetings will be held on the 2nd Monday of each month

at 2:00 pm at the town office and weekly job meetings will be on Mondays at 2:00 at the job trailer. Only one construction crew will be working unless the schedule slips.

WJ noted ads for applications for the water/wastewater/DPW person are now being run.

WJ reported on the revised housing project with AHEAD. An application is pending with NHHFA for a phase 1 section of the original plan. This plan includes completely renovating the two existing AHEAD properties in Lisbon, purchasing and renovating the Wojul property located on the corner of Dickinson and South Main Streets and the construction of a three, 3 bedroom unit building on a lot on Dickinson near S Main St. A decision on the application should be forthcoming by the end of July.

WJ reported on the non-source point pollution project that includes an inventory and a wetlands permit for all culverts in the town and an engineering study of the Grafton Street watershed area. A DES grant will fund approximately $20,000 of the $32,000 project. The Town portion will be in kind labor from the public works department, Lisbon Regional School and the Town Administrator. Provan and Lorber Engineers and Lobdell Associates are the recommended contractors for the project. The science department at LRS will be very much involved in the project as a learning experience. Students will be working with teachers and the contractors to complete the project during the upcoming school year. The next meeting with the teachers and contractors is Aug. 11.

R. Pride announced he intends to resign from the Board of Selectmen when a replacement is found for the third selectmen’s position vacated by Wallie Berry’s resignation. Regan expressed a feeling of disappointment over the attitudes of some community members towards him and that his effort and commitment as a Selectmen were not appreciated by the community. JH moved to move to non-public session per RSA 91-A:3 II © to discuss the specifics of RP’s concerns and to discuss two Buffington Fund applications and RP 2nd. So voted all

JH reported he has spoken with a number of possible residents regarding a filling the third selectmen’s position and expects someone will be appointed in the near future.
